(Conference Project) Gerda Falkner with Philip Budden (London), Thomas Christiansen (University of Aberystwyth, UK), Knud Erik Jorgensen (University of Aarhus, DK), Ulf Sverdrup (ARENA, Oslo) Intergovernmental Conferences are the arena in which reforms of the basic Treaties of the European Union and the European Communities are negotiated. The common understanding, particularly in intergovernmentalist integration theory, has been that only the governments of the member states are relevant actors at that level of EU decision-making. EU constitutional reform has, however, become an almost permanent feature of political life since the 1990s (and yet another Intergovernmental Conference is forthcoming in 2004). There are indicators that this increases the role of actors besides the national governments. For example, the EC institutions (notably the European Commission and the European Parliament) and some Euro-level interest groups may actually be more influential than hitherto expected. If and how so, remains to be established. The project aims to contribute to this debate on the basis of comparative work on a number of different Intergovernmental Conferences and/or actor categories involved in them. A number of authors who have already been working individually on Intergovernmental Conferences will meet and work together on a special issue of the Journal of European Public Policy (JEPP) focusing on aspects which endanger the EU’s problem-solving potential (such as the joint-decision trap due to unanimity requirements in European Council meetings) and factors which may facilitate EU reform (such as positive cooperation effects from long-term processes of joint policy-making in day-to-day practice). In: Journal of European Public Policy, Special Issue, Vol. 9, No. 1, 12–32 (2002) Stabilizing Economic Output in a Monetary Union: The Impact of the Economic and Monetary Union (EMU) on Fiscal Policy and Wage-Bargaining Institutions Henrik Enderlein What happens to domestic economic policymaking when a country joins a monetary union? As many economists have pointed out, the absence of a national central bank will increase pressure on fiscal policy and wage-setting institutions to stabilize cyclical overreactions. Using this literature as a starting point and discussing the links between economic policy institutions and their capacity to be used as cyclical stabilizers, this dissertation project analyzes the pressure on fiscal policy and wage-bargaining institutions in every member state to adjust to Economic and Monetary Union in Europe. It points out that although the functional need to adjust to EMU may be similar in all member states, different institutions in different countries lead to different perceptions of the policy problem and to different functionally equivalent options to solve the problem. Estimating and evaluating the role monetary policy has played during the pre-EMU era, this dissertation presents hypotheses on how institutional or behavioral changes may help fill the gap left by the central bank in each specific national environment. Doctoral thesis. University of Bremen, Department of Business Studies and Economics, 2002 The Implementation of European Structural Fund Programs in North Rhine-Westphalia Helmut Voelzkow, Rolf G. Heinze (Ruhr University, Bochum) and Volker Eichener (Ruhr University, Bochum) Several subprojects sponsored by the state government of North Rhine-Westphalia will evaluate the impact of programs supported by the European Structural Fund in the German federal state of North Rhine-Westphalia. In its analysis of programs in North Rhine-Westphalia supported financially by the European Regional Fund (EFRE), the European Social Fund (ESF) or the European Agricultural Guarantee and Guidance Fund (EAGFL), the study will look at the programs’ strategy, their implementation, their impact and their goal achievement. Research will also focus on intergovernmental coordination problems that emerge when support programs
are implemented within the context of multilevel European structural policy. The projects are being conducted jointly with the Institute for Housing, Real Estate, Urban and Regional Development (InWIS) at the Ruhr University in Bochum. Berlin: edition sigma, 1998, 215–232 Helmut Voelzkow Project Areas and Research Projects Incorporating Aspects of Environmental Protection into Product Standardization Helmut Voelzkow and Volker Eichener (Ruhr University, Bochum) Since product standards have a strong impact on environmental protection, the public agencies in Germany involved in environmental protection (particularly the Federal Ministry for the Environment and the Federal Environmental Agency) have appealed for years to the national agencies responsible for setting technical standards (particularly to DIN, the German Standards Association) to ensure that environmental concerns are considered when new product standards are developed. But as European integration increases, technical standards are often set at the European level, having been developed within the framework of a complex multilevel system of national and European standardization organizations. This is why the Federal Ministry for the Environment and the Federal Environmental Agency are trying to adapt procedures originally conceived to represent environmental concerns at the national level to policy-making at the European level. The project analyzes the effectiveness of these efforts. In a second step, it will describe and assess possible avenues of reform. The project, which is funded by a grant from the German Federal Environmental Agency, is being conducted jointly with the Institute for Housing, Real Estate, Urban and Regional Development (InWIS) at the Ruhr University in Bochum.
