most of the IDP activities (IA training, etc.) have to be cancelled.<br />

9. Political Intervention<br />

Members of the legislative body usually receive pork barrel funds from the annual<br />

budget <strong>for</strong> the implementation of projects within their respective areas of jurisdiction. In some<br />

cases, portion of these funds is allocated <strong>for</strong> the construction of small irrigation schemes or<br />

rehabilitation of existing ones, usually CISs. The concerned politicians, particularly those who<br />

are vying <strong>for</strong> re-election or <strong>for</strong> higher positions become so benevolent that they no longer<br />

impose cost recovery to the beneficiary IA. This is a gross violation of the government policy<br />

on cost recovery being implemented by NIA. The benevolence of some political figures often<br />

causes the recipient IA and nearby IAs that previously received financial assistance from NIA<br />

to question the policy on cost recovery. In such situation, NIA has to allocate its meager<br />

resources <strong>for</strong> going back again to the project sites and explain to the farmers the background<br />

and rationale of the policy.<br />
