THE <strong>CIA</strong> AGAINST LATIN AMERICAJG. Speaking of <strong>Ecuador</strong>, you said in an interview that the <strong>CIA</strong> menalmost managed to subvert order in the country in the years between1960 and 1963. Is this statement true?PA. I think we can say that we subverted the order in <strong>Ecuador</strong>. But itwould be more accurate to say that the <strong>CIA</strong> supported internal forcesthat subverted the order. It cannot do everything on its own; it needsto take advantage of many people, agents and local partners. The <strong>CIA</strong>has to maneuver through national political forces. You can give money,equipment, and training, deliver their own experience and all the supportand advice, but in the end it is the same reactionary forces in anycountry who take advantage of what the <strong>CIA</strong> can bring. Speaking of, forexample, forged documents when Velasco government fell in 1961 andwould choose Vice President in Congress, we wanted our paid agentto be chosen, retired Colonel Reinaldo Varea Donoso. Against his candidacywas that of Dr. Alfredo Perez Guerrero, then Rector of the CentralUniversity. We also wanted our man (who was receiving $ 800 permonth) to come into the Vice presidency, we did not want Pérez Guerreroto leave the University, because the Vice President was Manuel A.Aguirre who, in that case, would have assumed the Rectory. Our objective was totake away enough votes to moderate elements. The publication wasmade by Gustavo Salgado, columnist, and one of our principal agentsof propaganda. Varea Donoso was chosen. Then the Party made therelevant denial, but it was too late.33
