Arellano was not working at the CIA when I was in Ecuador. Duringthat time we were continually evaluating and Noland thought Arellanocould be recruited by the CIA. Because Noland was the Director of LDU,and within the environment of soccer, had personally met Arellano, andhad observed well. As Noland found out what other people was sayingat the soccer about Arellano, and especially what was learned throughVargas, Cardenas and Bazantes agents, we always believed that it waspossible to recruit Arellano. But they did nothing until I left the country.39
