THE <strong>CIA</strong> AGAINST LATIN AMERICA<strong>CIA</strong> had prepared the ground. This had helped create the secret police ofCambodia, Colombia, <strong>Ecuador</strong>, El Salvador, Guatemala, Iraq, Iran, <strong>La</strong>os, Peru,Philippines, South Korea, Viet Nam, and Thailand. In each of these countriesthe Ministries of Interior and the National Police worked closely with the <strong>CIA</strong>base. The agency also established an international police academy in Panamaand ‘bomb school’ in Los Fresnos, Texas, that trained agents in Central andSouth <strong>America</strong>. Among the graduates were the future leaders of the deathsquads in El Salvador and Honduras. Weiner has documented this in his voluminousbook of 718 pages, on August 15, 1962, the <strong>CIA</strong> Director McConePresident Kennedy gave a document where he outlined ongoing covert operationsin eleven countries, including <strong>Ecuador</strong>. And he said that “the documentwas classified top secret because it explains everything about the dirt”.This is a good time to mention that President Rafael Correa dismissed in 2008the heads of police and military intelligence with ties to the <strong>CIA</strong>. Right in thatyear the second edition of Weiner’s book appeared, published by Mondadoriin Bogotá. Colonel Mario Pazmiño, Chief of Intelligence of the Army, developedan active political role: he was present in the meeting in Miami that tookplace one week before the failed coup on September 30th 2010, and finally,he emerged as a spokesperson for the military that claims to be “Heroes ofCenepa”.(14) Refers to the Coup organized by the <strong>CIA</strong>, the Secretary of StateHenry Kissinger and the multinational company ITT, which gave power tothe bloody tyranny of Pinochet.(15) After this “uncanny meeting”, Philip Agee accepted the invitationthat, under the initiative of Galarza, was offered to him by a group of<strong>Ecuador</strong>ian students that took class in Paris, where in an open forum heexplained in detail the reach and danger of the <strong>CIA</strong> activities.49
