THE CIA AGAINST LATIN AMERICAJG. In his book there are several mentions regarding the links betweenthe CIA and the Trade Union Movement of Ecuador. What can wesay about this?PA. The CIA has been acting in the labor movements in many countriesin what is called “free trade unionism”. When I got to Ecuador, theCIA was working through the International Union of Communications Industry.Schneider was the man who at that time represented the unionin Ecuador. I really founded the CEOLS in 1963, when I had to take careof union operations, the output of another officer. I took responsibilityfor the Secretary General of CEOSL, which was Matias Ulloa Coppianoto the Secretary of Education, Richard Vasquez Diaz, and Legal Adviser, who was Carlos Vallejo Baez. I paid the salaries of the three agents andsubsidized all costs of CEOSL. At that time, CEOSL was a creature of theCIA. I really do not know what happened next, but recently read that thesame Matías Ulloa was the main organizer of the National Federationof Petroleum and Chemical Workers of Ecuador. This seems very suspicious, because he had worked hard for the CIA and since this union sectoris critical in the economic life of the country, it is certain that what youwant is to control the working class in this key industry. As for the CTE, wewere receiving many reports through penetrated the Communist Partyor some other group agents. At that time there was an agent who wasworking in the CTE and at that time was, if I remember correctly, oneof the main leaders of the union of health issues in Quito. I think it wasbrother of Police Colonel Oswaldo Lugo, another of our agents. WithCEDOC our contact was through Dr. Isabel Robalino, but I did not workwith her, but another officer Gil Saudade. In any case, the most importantoperation we had in the labor field was the CEOSL.41
