El Gobierno, mediante el Centro
de Exportación e Inversión de
la República Dominicana (CEI-
RD), ha ejecutado diversas iniciativas
con el objetivo de proveer a
esta industria de toda la asistencia
necesaria para su desarrollo, entre
las cuales destacan la realización
de seis ferias de empleo en el período
2014-2015, así como la asistencia
y soporte en presentaciones
y captación de nuevos clientes para
la industria.
DESARROLLO DE SOFTWARE
En la República Dominicana,
las empresas de desarrollo de
software ofrecen soluciones para
sectores como turismo, comercio,
manufactura, salud, telecomunicaciones,
banca, gobierno, educación,
construcción, publicidad,
entre otros. Sin embargo, los tres
mercados en los cuales hay una
mayor cantidad de compañías especializadas
son en el manejo de
recursos e inventario, la banca y el
sector público.
Durante el año 2014, se registraron
en operación más de 70 empresas
de desarrollo de software, muchas
con experiencia internacional
y otras con potencial exportador.
CRECIMIENTO DEL SECTOR
Nuestro país es el destino ideal
para empresas con servicios nearshore
y para el aprovechamiento
de oportunidades de outsourcing.
Este sector se beneficia de la disponibilidad
de personal calificado en
distintas áreas de las Tecnologías
de la Información y el Desarrollo
de Software, de las facilidades para
el establecimiento de operaciones
a través de la Ventanilla Única de
Inversión (VUI-RD), y de la existencia
de un ecosistema de instituciones
y empresas vinculadas a
la industria del software que promueve
el desarrollo del sector tales
como el Clúster de Software de la
República Dominicana.
En adición, la República Dominicana
cuenta con una alta
población de jóvenes con capacidad
bilingüe y profesionalismo,
así como también con una oferta
académica actualizada en Tecnologías
de la Información (TI).

The industry of Contact Centers
and Business Process Outsourcing
(BPO) represents an activity of great
performance and dynamism in the Dominican
Republic.
The country is endowed with
skilled labor, competitive costs, modern
infrastructure and preferential access
to United States, Europe, Central
America and the Caribbean markets. It
also has the most advanced telecommunications
infrastructure in the Caribbean,
which also ranks among the
best in Latin America.
In recent years there have been significant
advances that allow the Dominican
Republic to offer high-speed telecommunication
services, a connectivity
platform and safe and modern information
storage, which meets the highest
standards of quality and safety, allowing
all service providers access facilities to
international connectivity.
These attributes and advances in
technology make the Dominican Republic
an attractive destination for
investments in the services sector
through contact centers and BPO.
GROWTH OF THE SECTOR
Contact centers of the Dominican
Republic service a diversified portfolio
of industrial sectors, which include
medical interpretations, telecommunication
services, computer services
and commerce. Standing out in the
Business Process Outsourcing (BPO)
segment are: financial services, human
resources, energy, engineering and
construction.
Out of the ten different markets
to which contact centers are oriented
the telecommunications sector is the
most prominent with 44 % followed by
the financial with 18 %, representing a
combined total of 62 % of all the contact
center activities. Other key sectors
are information technology (IT),
healthcare, government, manufacturing,
services, energy, and commerce,
among others.
LEGAL FRAMEWORK
AND INCENTIVES
Contact centers are established
under Law No. 8-90 of export free
zones and operate as a service free
zones, benefiting from the total tax
exemption conferred to this specific
regime. The country also has the data
protection law.
Law No. 8-90 provides multiple
benefits and exonerates beneficiaries
from the payment of 100% of the Income
Tax; the Tax for the Transference
of Industrialized Goods and Services
(ITBIS); import tariffs, customs duties
and other related charges; raw materials
and machinery and transport
equipment; for export or re-export;
patents, assets or equity; and municipal
and consular rights.
For two consecutive years, the Dominican
Republic was recognized as
the second country in Latin America
and the Caribbean with best proficiency
of English as a second language,
according to English Proficiency Index
(EPI) 2015 by Education First, UK.
The government, through the Export
and Investment Center of the
Dominican Republic (CEI-RD), has implemented
various initiatives aimed to
provide this industry with all the necessary
assistance for its development.
Six employment fairs were held in the
2014 -2015 period, as well as assistance
and support in presentations to attract
new customers for the industry.
SOFTWARE DEVELOPMENT
In the Dominican Republic, the
software development companies offer
solutions for sectors such as tourism,
trade, manufacturing, health care, telecommunications,
banking, government,
education, construction, and advertising,
among others. Nevertheless, the
three markets where there is a greater
number of specialized companies are
resource management and inventory,
banking, and the public sectors.
During 2014, more than 70 software
development companies were
logged in operation, many with international
experience and others with
potential for exportation.

sector such as the Software Cluster of
the Dominican Republic.
