84 / RAPPORTS ANNUELS 2014 / FLW 6. Le financement de la réduction des loyers Le tableau ci-après présente l’évolution et l’affectation des allocations loyers accordées depuis 2011. La mesure a pris son plein essor durant l’exercice 2014 avec la mise en œuvre de l’arrêté du Gouvernement wallon du 20 juin 2013 relatif à l’élargissement des aides à tout nouveau logement pris en gestion ou en location par une AIS ou une APL. Par ailleurs, l’accès à cette aide aux revenus moyens est désormais applicable par l’entrée en vigueur au 1 er janvier 2014 de l’AGW du 12 décembre 2013 autorisant les AIS à mettre à disposition 10 % des logements pris en gestion à des ménages à revenus moyens dans les communes à forte pression foncière et 5 % dans les autres communes. Durant l’année écoulée, le Fonds a réceptionné et analysé 241 demandes en provenance de 21 AIS et 4 APL. Parmi celles-ci, 232 ont été accordées. Elles ont concerné 11 logements situés en zone de pression immobilière. Depuis le début du dispositif, les principaux bénéficiaires (84 %) sont des ménages à revenus précaires. Les logements prioritairement concernés sont les logements trois chambres ; viennent ensuite les studios et les logements une chambre. Avec une allocation moyenne mensuelle de 90 EUR, le budget alloué en 2014 s’élève à 338.380 EUR dont 225.094 EUR relatifs aux aides accordées durant l’année. Le succès de la mesure témoigne de sa pertinence pour permettre au plus grand nombre de ménages à faibles revenus de bénéficier d’un logement salubre à loyer modéré et de réduire le différentiel de loyer négocié avec les propriétaires privés qui souhaitent des revenus locatifs suffisants pour entretenir leur patrimoine et l’adapter aux normes énergétiques. À ce titre, l’ensemble des opérateurs espèrent que la Wallonie sera en mesure de dégager les moyens budgétaires nécessaires pour pérenniser ces aides.
