THE LINGUISTIC POLICY OF EE

While we want Euskadi (The
Basque Country) to find its place in
the union of the peoples of Eur o p e ,
we want Euskara (The Basque
Language) to achieve its place among
the European languages.
We consider the design of
a p p ropriate linguistic strategies for
the diff e rent territorial and sectorial
boundaries to be basic and fundamental,
as far as the increase in the
level of knowledge of Euskara among
the citizens of Euskadi is attempted
with the necessary continuity, without
neglecting the range of consolidation
of its usage. The efforts made in
the fields of education, mass media
and Public Administration have been
evaluated in this article. Alter n a t i v e
p roposals have been suggested in
some fields and / or, where appropriate,
the complete reorganization of the
p a t t e rns of euskaldunization have
been proposed.
A special evaluation of the legalsocial
and political situation of
Navarra has also been done, given the
diversity of conducts allowed by the
existence of two dif f e rent legalpolitical
frameworks.
EB(basque Unity) proclaims the
right to use the Basque Language in
education, mass media and social
relationships and they demand the
official use of Basque in all fields. EB
also supports the Basque schooling
system (ikastola), the extension of
ETB(Basque Television) to the entire
n o r t h e rn region of the Basque
Country, the official recognition of the
Basque Academy and the bilingualism

EB criticizes the nationalist
political parties of South Euskadi,
since they consider that Basque
language (uniting factor by excellence)
is not a party’s exclusive pr o p e r t y .
They also criticize the lack of specific
strategy for the Northern Region of
the Basque Country and the
utilization of the “tête de pont”
Strategy.
EMA(Basque abertzale movement)
c o n f i rms and criticizes the exclusion
of Basque by the French official and
public institutions in Northern
Basque Country. They propose the
c reation of “Iparraldeko Biltzarra” a
new organization in the thr e e
historical territories, with jurisdiction
