justifica. As suas potencialidades para a inovação e o desenvolvimento
conferem-lhe as características de uma área emergente,
de grande sentido social, em que, com custos aceitáveis
e justificados e aplicação prática evidente, se pode efectuar
investigação muito meritória. A formação e o treino dos profissionais
mais directamente ligados à Saúde é uma componente
fundamental para que mais facilmente se possam atingir os
objectivos definidos. Necessitamos de um número crescente
de pessoas que, nos diversos sectores onde estão a trabalhar,
possam ser porta-vozes deste mundo, razoavelmente novo, no
sector da Saúde e da Educação para ela.
Os tipos de oferta possíveis são múltiplos e de duração variável.
Torna-se, realmente, necessário, na sequência de experiências
internacionais com provas dadas, criar infra-estruturas que
sirvam de suporte para iniciativas de diferenciação crescente,
ficando assim criado um ambiente próprio para o desenvolvimento
das áreas já referidas. Temos de estimular o aproveitamento
das tecnologias de informação e promover as mudanças
organizacionais adequadas à implementação de planos operacionais
executáveis com um carácter multidisciplinar evidente,
que ajude a melhorar comportamentos e a permitir uma melhor
e mais humanizada integração de cuidados.
Os cenários de diferentes tipos de investigação (básica, de
translação e clínica) foram enriquecidos nestes últimos anos
com a emergência da qualidade clínica e sua melhoria contínua,
bem como da Segurança dos Doentes, o que tem obrigado
a uma profunda alteração das mentalidades e uma especial
atenção de que alguns se têm alheado.
Os cuidados de Saúde têm muito a ganhar se as portas da ciência
pragmática se abrirem a métodos disciplinados de aprendizagem
a partir da reflexão da prática. Estes métodos de partilhar
a aprendizagem mediante registos transparentes têm sido enaltecidos
por Davidoff e Batalden (2005), duas grandes figuras
mundiais destas áreas emergentes nos cuidados de saúde e na
sequência deles a versão SQUIRE (Standards for Quality Improvement
Excellence) é um complemento muito bem elaborado
que contou com a colaboração de consagrados especialistas.
Perante estas áreas emergentes da Saúde decidimos organizar
vários cursos Pós-Graduados que satisfizessem muitas das
exigências que são colocadas aos profissionais da Saúde. Começámos
em Janeiro de 2009 por um curso sobre “Controlo
e Melhoria da Qualidade em Unidades de Saúde” de que
estamos actualmente a arrancar com a 3ª Edição. Atendendo a
que a Segurança dos Doentes está louvavelmente a revolucio-

and development reflect their characteristics as emerging areas,
of great social significance, in which, with acceptable and justified
costs and clear practical application, highly commendable
research can be carried out. The education and training of the professionals
most directly connected with Health is a fundamental
component to more easily achieve the objectives defined. We
need an increasing number of people who, in the different sectors
in which they work, can be spokespersons of this reasonably new
world in the sector of Health and Health Education.
The types of possible offerings are numerous and of varying duration,
which reinforces the idea of the need for time and availability,
often not possible with highly skilled routines. It has become truly
necessary, as demonstrated by international experience, to create
infrastructure that support initiatives related to increasing levels
of differentiation, thus creating an environment for the development
of the areas referred to above. This is not a task for excessive
individualism. Quite to the contrary, we must encourage
the use of information technologies and encourage appropriate
organisational changes for the implementation of enforceable
operational plans of a clear multidisciplinary nature to help to improve
performances and ensure a better and more humanised
integration of care.
The scenarios for different types of research (basic, translation and
clinical) have been enriched in recent years by the emergence of
clinical quality and its continuous improvement, as well as Patient
Safety, which have required a profound change in mentalities
and special attention that some have ignored. This incapacity is
all the more lamentable and dangerous given that some of these
people are in decision centres or leadership positions from where
they may endanger commendable initiatives in an area in which
they are scarce.
Health care has much to gain if the doors of pragmatic science
are opened to disciplined methods of learning from reflection on
practice. These methods for sharing learning through transparency
have been praised by Davidoff and Batalden (2005), two major
international figures in these emerging areas in health care and
consequently the SQUIRE (Standards for Quality Improvement Excellence)
is a well-prepared complement drawn up with the help
of acclaimed specialists.
Given these emerging areas of Health studies, we decided to or-
ganise various Postgraduate courses that meet many of the de-
mands raised by Health professionals. We began in January 2009
with a course on “Quality Control and Improvement in Health
