NATIONAL PARK OF JERICOACOARA

.In a brief conversation with the Jericoacoara
Beach Show Guide, the head of the National Park
of Jericoacoara, Jerônimo Martins talks about the
relations between ICMbio and the population,
and about his duties and responsibilities as
manager of this conservation unit.
ICMbio Objectives
To protect coastal ecosystems, to ensure the
preservation of our natural resources and provide
scientific research, environmental education and
eco-tourism.
Understanding the relations between the
Park and the Village of Jericoacoara
In the 1980s, the Environmental Protection Area
(APA) of Jericoacoara was created. It was first
administered by SEMA/State Environmental
Protection Agency, and later by IBAMA. The
Village of Jericoacoara was part of this APA
until 2007, when it became a district of Jijoca.
However, as the village is surrounded by the park,
it directly affects the management of the park
and vice versa.
The role of ICMbio, among others, is to manage
the relationship between the Park and the
community, because there are some restrictions
on the use of the conservation unit.
ICMbio is also responsible to equip the park with
signs and indicate the trails and routes through
which visitors can pass. The agency must also
disseminate information about the do’s and
don’ts inside the Park for tourists and guides,
both in the form of indicative signs and through
training courses for drivers.
Another role is to draw up standard rules
together with the local community.
The inspection is based on the agreed rules, and
that is done to keep the quality of the activities
held and the conservation of the Park. The
inspection also aims to curb invasions, and avoid
land speculation in the region. That helps keep
the area preserved.
Actions to be developed
We will increase actions in order to cope with the
demands of local institutions and communities
with the Park environmental demands. We will
provide training courses with several council
partners, such as the Council of the Park, the
Municipal Councils of the Environment, such as
the councils of Jijoca, Cruz, the Council of the
Lagoa da Jijoca Environmental Protection Area,
and others that are related with the National
Park.
The roles and competences
Since the village of Jericoacoara is no
longer part of the APA, either the municipal
government of Jijoca de Jericoacoara
or the Government of the state of Ceará
are responsible for the management of
solid waste, sewage treatment, opening
hours of nightclubs, bars and restaurants,
parking and the flow of cars within the
village, among other situations.
The role of ICMbio is to establish the
structure of the National Park, regulate
the activities related to tourism and to
the conservation of the National Park
of Jericoacoara. If any business or event
may have a significant impact on the
environmental of the Park, the agency
is consulted. The State or the Municipal
government is responsible to grant the
permit, according to the environmental
legislation, but legal opinions are prepared
by the Park administration.
