NATIONAL PARK OF JERICOACOARA<br />

.In a brief conversation with the <strong>Jericoacoara</strong><br />

<strong>Beach</strong> <strong>Show</strong> Guide, the head of the National Park<br />

of <strong>Jericoacoara</strong>, Jerônimo Martins talks about the<br />

relations between ICMbio and the population,<br />

and about his duties and responsibilities as<br />

manager of this conservation unit.<br />

ICMbio Objectives<br />

To protect coastal ecosystems, to ensure the<br />

preservation of our natural resources and provide<br />

scientific research, environmental education and<br />

eco-tourism.<br />

Understanding the relations between the<br />

Park and the Village of <strong>Jericoacoara</strong><br />

In the 1980s, the Environmental Protection Area<br />

(APA) of <strong>Jericoacoara</strong> was created. It was first<br />

administered by SEMA/State Environmental<br />

Protection Agency, and later by IBAMA. The<br />

Village of <strong>Jericoacoara</strong> was part of this APA<br />

until 2007, when it became a district of Jijoca.<br />

However, as the village is surrounded by the park,<br />

it directly affects the management of the park<br />

and vice versa.<br />

The role of ICMbio, among others, is to manage<br />

the relationship between the Park and the<br />

community, because there are some restrictions<br />

on the use of the conservation unit.<br />

ICMbio is also responsible to equip the park with<br />

signs and indicate the trails and routes through<br />

which visitors can pass. The agency must also<br />

disseminate information about the do’s and<br />

don’ts inside the Park for tourists and guides,<br />

both in the form of indicative signs and through<br />

training courses for drivers.<br />

Another role is to draw up standard rules<br />

together with the local community.<br />

The inspection is based on the agreed rules, and<br />

that is done to keep the quality of the activities<br />

held and the conservation of the Park. The<br />

inspection also aims to curb invasions, and avoid<br />

land speculation in the region. That helps keep<br />

the area preserved.<br />

Actions to be developed<br />

We will increase actions in order to cope with the<br />

demands of local institutions and communities<br />

with the Park environmental demands. We will<br />

provide training courses with several council<br />

partners, such as the Council of the Park, the<br />

Municipal Councils of the Environment, such as<br />

the councils of Jijoca, Cruz, the Council of the<br />

Lagoa da Jijoca Environmental Protection Area,<br />

and others that are related with the National<br />

Park.<br />

The roles and competences<br />

Since the village of <strong>Jericoacoara</strong> is no<br />

longer part of the APA, either the municipal<br />

government of Jijoca de <strong>Jericoacoara</strong><br />

or the Government of the state of Ceará<br />

are responsible for the management of<br />

solid waste, sewage treatment, opening<br />

hours of nightclubs, bars and restaurants,<br />

parking and the flow of cars within the<br />

village, among other situations.<br />

The role of ICMbio is to establish the<br />

structure of the National Park, regulate<br />

the activities related to tourism and to<br />

the conservation of the National Park<br />

of <strong>Jericoacoara</strong>. If any business or event<br />

may have a significant impact on the<br />

environmental of the Park, the agency<br />

is consulted. The State or the Municipal<br />

government is responsible to grant the<br />

permit, according to the environmental<br />

legislation, but legal opinions are prepared<br />

by the Park administration.<br />
