owned apartments in the study have significantly higher indoor height and a clear
environmental profile, which may affect the price.
The expectations of owned apartments were developed in SOU 2002:21 and in
proposition 2008/09:91, during the economic boom, while the legislation was
introduced in 2009, shortly after one of the worst financial crises. This has affected all
operators in the market and the development of owned apartments. Several of the
interviewed developers believe that owned apartments are the tenure of the future.
Banks and insurance companies have doubts and do not think this form of tenure will
be popular until there is possible to transform existing housing stock, just as tenancies
can be converted into cooperative apartments.
Today, a catch-22 has occurred when all operators in the market are waiting to see
what the others will do next. Developers are waiting to see how the political
investigations will develop, for example if the eight-year rule for existing properties
will be removed, or if a more free rent setting will be introduced. The politicians are
waiting to see how it will go for the developers, they want to know how the
implemented projects are received on the market before deciding anything. The same
applies to insurance companies and banks versus developers, they do not want to
produce any product until it is in demand and the developers do not want to build
before there are products to sell. This may lead to a situation when nothing happens
because everyone is waiting for each other.
