of developments and requirements
for resolving them.
This came during His Excellency
speech when sharing the experience
of the NHRC in the field of
protecting human rights during
the coronavirus pandemic, at the
4th International Conference for
the Protection of Human Rights in
Eurasia, held in Moscow via video
conference technology, under the
slogan: “Exchange of Best Practices
by Ombudsmen.” Participation
of Dr. Al-Kuwari came at invitation
by the Human Rights High Commissioner
in the Russian Federation.
He said that one of the lessons
learned during this pandemic is to
know the extent of the importance
of having offices for communities
in the headquarters of the
NHRC. He also pointed out that
these offices, staffed by volunteers
from representatives of
communities, have proven their
effectiveness in reaching vulnerable
groups, and have shown a
great deal of credibility with
regard to the information provided
to the Committee. The
Vice-chairman further noted that
the Committee is currently working
to improve the work of these
offices by enhancing interaction
with representatives of the
communities, providing more
capacity-building and training
services, and establishing new
mechanisms for the offices to
work more effectively.
His Excellency also clarified that
the Committee monitors the
human rights situation during
challenges in the circumstances
of the coronavirus (COVID-19)
crisis, and makes recommendations
to the competent authorities.
He noted that the Committee
also continues to follow all developments
related to the humanitarian
effects of this pandemic, and
that it has taken into consideration
many of the main concerns,
including the protection of the
most vulnerable groups such as
low-wage workers, domestic
workers and detainees, to ensure
the right to health for everyone
without discrimination, as well as
ensuring the promotion of the
right of access to information.
At the same time, Dr. Al-Kuwari
renewed that the NHRC took
many measures to continue its
role as a non-judicial mechanism
for remedial actions and receiving
grievances during the current
health crisis, in addition to its
endeavor to communicate with
governmental and non-governmental
agencies to face challenges
and assist petitioners.
In conclusion of his speech, the
Vice-chairman thanked organizers
for the invitation to share the
experience of the NHRC in the
conference, pointing out the
importance of listening to the
experiences of other institutions
in order to enrich and strengthen
protection of human rights.
