In this same context, the National
Council prepared its annual
report for the year 2019 on the
extent of progress recorded
during the current year in the
field of promotion and protection
of human rights. The endeavor
chosen by the Council in this
report derived its focus on the
political, economic and social
conditions that led to the exit of
hundreds of thousands of citizens
in mass rallies through which they
reject these conditions, demanding
a comprehensive change of
the system of government for a
new Algeria and a bright tomorrow.
The endeavor also stemmed
from the spirit of constructive
dialogue between the members
and cadres of the National Council
on the one hand, and its partners,
whether they are institutional
or non-institutional actors, on
the other hand.
In the field of social communication,
the report highlights the
activities of the President of the
National Council, who has been
conducting media dialogues and
meetings with civil society actors
and citizens throughout the year.
All these activities provide the
President of the Council with an
opportunity to explain and clarify
the views and estimates of the
National Council on national
issues and sensitive topics.
The assessment of the situation
of the human rights matrix amidst
the people's movement, as one of
the main pillars of this report, has
seen multiple and varied volume
of activities. This was reflected in
the organization and/or participation,
throughout the year, in a
large number of thematic activities
through periodic follow-up
and evaluation of most of the
works that received wide media
coverage, as well as current
topics that have a direct impact
on the protection of human
rights. The issue of the basic
rights of citizens during these
massive and peaceful demonstrations
was evaluated, especially
young people, civil society organizations,
activists and human
rights defenders; and that was
one of the priorities of the National
Council. In addition, the report
stated that the Council addressed
other issues and sensitive, current
and essential topics for the establishment
of the rule of law and
democracy with a thorough and
careful examination. This applies
to the issues of freedom of the
press, freedom of opinion, freedom
of expression and freedom
of association, which, despite the
positive developments recorded,
remained below expectations,
especially from the point of view
of its practitioners. Furthermore,
many recommendations were
issued in this context in order to
create a kind of balance between
the necessities of freedom of the
press, the basic interests of the
state and the rights and freedoms
of citizens. The same applies to
freedom of belief and human
trafficking.
