Majesty the Sultan had provided
to the human being since the
dawn of the Omani renaissance in
various aspects, internally and
externally, and in a narrative
language that plunged into the
depth of the personality of the
Sultan who, through his sound
vision and insightful thought for
50 years, had been able to establish
the concept of the human
being and the care and preservation
of his dignity and rights.
In cooperation with the “Oman
Commission for Human Rights”,
researcher Dr. Muhammad bin
Abdullah bin Ismail Al-Fazari
authored a book “Mechanisms for
the protection of human rights at
the regional level,” which deals
with regional mechanisms for the
protection of human rights
through the presentation of four
regional systems and comparison
between them. The book was a
thesis through which the scholar
obtained a doctorate degree in
public law with honors.
This book represents a valuable
addition in terms of content, and
an asset for libraries in the field of
human rights in the Sultanate, as
it contributes to bringing information
closer, facilitating access to it,
and deepening the level of understanding
and familiarity with it,
thus, to be a catalyst to make
more efforts in various research
and study topics related to human
rights.
The study incorporated in the
book aimed to introduce the
regional mechanisms concerned
with the protection of human
rights, whether in their substantive
or institutional aspects or in
their procedural and practical
side, as this is an important and
essential topic for all persons and
institutions concerned with
researching means of protecting
and promoting human rights.
The study also focused on a comparison
between regional mechanisms
for the protection of human
rights through the presentation of
four regional systems: the European,
American, African and Arab
frameworks. Through his study,
the author explained the emergence
of the idea of human rights
in the international system, and
the non-judicial regional mechanisms
for the protection of human
rights represented in committees,
reports, complaints, and investigations
in each regional system
separately. He then touched upon
the regional judicial mechanisms
by shedding light on the emergence,
organization and jurisdiction
of courts concerned with the
protection of human rights in
each regional system, the Applicable
procedures, and the nature
of their provisions.
To enhance its library and its publications
in the field of human
rights, the Commission has
reprinted a number of human
rights publications of its property.
The number of human rights publications
issued by the Commission
during its course reached
more than (30); all dealing with
various topics including women,
children, people with disabilities,
and other groups of society.

During the year 2020, the Commission
continued to activate its
accounts on social media platforms
(Twitter) and (Instagram).
This was in the context of its
efforts to communicate with various
groups of society, and to clarify
the actions and tasks it
performs in areas related to
human rights. The Commission
was always keen on transmitting
human rights news, its updates,
and its activities to social media
followers, in addition to interacting
with the public and monitoring
human rights issues.

Under the precautionary measures
taken by the Sultanate to
confront the (Corona) pandemic
and reduce its negative effects,
the Commission activated its
website, clarifying the work it
carries out and the tasks it
performs in areas related to
human rights. In addition, it
provided information to the
public in the field of human rights,
and facilitated procedures for the
citizens and residents to easily
submit their reports electronically
by filling out the designated
forms of reports to be sent directly
to the specialists in the Monitoring
and Reporting Department.
The Commission also made it
easy for researchers and scholars
in fields related to human rights to
obtain its publications and annual
reports it issues by allowing all
these to be viewed and downloaded
through the website, without
the need to visit the Commission’s
venue. It is also possible through
the website to submit a request to
visit the Commission’s library that
contains hundreds of specialized
books in various fields of human
rights, where, after submitting the
application, a phone contact is
made with the applicant to schedule
his or her visit to the library of
the Oman Human Rights Commission.
