“International Postgraduate
Programmes” (IPP made in Germany)
under the “Doctorates at Universities in
Germany” (PHD) support programme.
The German Federal Ministry of
Education and Research (BMBF) has
made a total of EUR 30m available to
participating universities for the period
from 2001 to 2006. The criteria for
selection are: The postgraduate degree
course must display scientific excellence,
structures and transparency, plus an
international focus.
The structured format of the
postgraduate studies is intended to
certify that in all the participating more
than 50 study programs, the universities
provide intensive guidance-counselling,
For the fourth time, the DAAD organized
the participation of German higher
education institutions in the China
International Education Exhibition and its
corresponding events held in Beijing on
October 15 and 16 as well as in Shanghai
on October 22 to 23. The German Pavilion
was formed of 22 exhibition booths,
where professors and education officers
from 34 German higher education
institutions provided information to
Chinese students interested in highquality
advanced studies in Germany.
There was a huge interest in information
on ways to study for Master/Diplom- and
Ph.D.-degrees at German universities.
The representatives of the German
universities expressed that - compared to
the education exhibitions in the past
years – this time much more Chinese
students were well-informed about ways
of studying abroad. Obviously, Chinese
students are considering the pros and
Ulrich Kasparick,
Vice-Minister, Federal Ministry
of Education and Research
studies are supplemented and deepened
by programme-integrated curricular
courses. Besides providing an insight
into cross-disciplinary topics, these serve
t o t e a c h
methodological
and presentation
techniques. In
addition, greater
structure also is to
produce greater
transparency. The
success of a
doctorate no longer depends solely on
the - more or less informal - relationship
between students and academic
supervisors. Instead, universities
offering International Postgraduate
Programmes take on firmly-defined
institutional responsibility for their
students. Clear regulations governing
performance controls, graduation
processes and fixed deadlines make the
path to a doctorate much more calculable.
The sponsoring Federal Ministry of
Education and Research considers the
IPP-programme a huge success in
attracting researchers from all over the
world: “The international scientific elite
is coming to Germany,” Ulrich Kasparick,
Vice-Minister in the Federal Ministry of
Education and Research, claimed during
a recent IPP-meeting. In 2004 alone, more
than 2.600 doctoral students profited from
the programme. Thus, Germany became
more and more attractive for young
researchers, stated Kasparick. Adds Zhu
Wei, describing the conditions in
Stuttgart: “Really, both life and research
are very nice in Germany, I enjoy my
temporary stay very much.” (aha)
International Competition in China’s Education Market
Germany’s Higher Education
Institutions attended the China
International Education Exhibition
2005
cons of studying abroad much more
carefully and more deliberately than in
the past. The German higher education
institutions presented themselves at the
October events in a very competitive
environment together with over 270 other
universities, colleges, institutions and
education organizations from 26
countries and regions of the world.
According to the figures provided by the
organizer, over 23,000 guests visited the
Beijing exhibition and more than 15,000
the Shanghai event.
The representatives of the German
universities combined their participation
in the exhibitions with visits to the
Zhejiang University in Hangzhou, the
University of Shanghai for Science and
Technology and the Jiaotong University
in Shanghai where officials from these
universities used the opportunity and
introduced to their visitors the enormous
efforts and investments they are making
to enlarge their campuses and provide
better conditions for study and research
at Chinese universities.
It is commonly understood that
German higher education institutions will
stay connected and keep pace with the
Chinese overseas education market and
therefore will be present at such
education exhibitions organized in China
in the near future.
The China Education Expo 2006 will be
held in Beijing, Shanghai and 4 other main
Chinese cities in October and November
2006. Details will be announced on the
website of the DAAD office Beijing.
