Programmes” (IPP made in Germany)<br />
under the “Doctorates at Universities in<br />
Germany” (PHD) support programme.<br />
The German Federal Ministry of<br />
Education and Research (BMBF) has<br />
made a total of EUR 30m available to<br />
participating universities for the period<br />
from 2001 to 2006. The criteria for<br />
selection are: The postgraduate degree<br />
course must display scientific excellence,<br />
structures and transparency, plus an<br />
international focus.<br />
The structured format of the<br />
postgraduate studies is intended to<br />
certify that in all the participating more<br />
than 50 study programs, the universities<br />
provide intensive guidance-counselling,<br />
For the fourth time, the <strong>DAAD</strong> organized<br />
the participation of German higher<br />
education institutions in the <strong>China</strong><br />
International Education Exhibition and its<br />
corresponding events held in Beijing on<br />
October 15 and 16 as well as in Shanghai<br />
on October 22 to 23. The German Pavilion<br />
was formed of 22 exhibition booths,<br />
where professors and education officers<br />
from 34 German higher education<br />
institutions provided information to<br />
Chinese students interested in highquality<br />
advanced studies in Germany.<br />
There was a huge interest in information<br />
on ways to study for Master/Diplom- and<br />
Ph.D.-degrees at German universities.<br />
The representatives of the German<br />
universities expressed that - compared to<br />
the education exhibitions in the past<br />
years – this time much more Chinese<br />
students were well-informed about ways<br />
of studying abroad. Obviously, Chinese<br />
students are considering the pros and<br />

studies are supplemented and deepened<br />
by programme-integrated curricular<br />
courses. Besides providing an insight<br />
into cross-disciplinary topics, these serve<br />

and presentation<br />
techniques. In<br />
addition, greater<br />
structure also is to<br />
produce greater<br />
transparency. The<br />
success of a<br />
doctorate no longer depends solely on<br />
the - more or less informal - relationship<br />
between students and academic<br />
supervisors. Instead, universities<br />
offering International Postgraduate<br />
Programmes take on firmly-defined<br />
institutional responsibility for their<br />
students. Clear regulations governing<br />
performance controls, graduation<br />
processes and fixed deadlines make the<br />
path to a doctorate much more calculable.<br />
The sponsoring Federal Ministry of<br />
Education and Research considers the<br />
IPP-programme a huge success in<br />
attracting researchers from all over the<br />
world: “The international scientific elite<br />
is coming to Germany,” Ulrich Kasparick,<br />
Vice-Minister in the Federal Ministry of<br />
Education and Research, claimed during<br />
a recent IPP-meeting. In 2004 alone, more<br />
than 2.600 doctoral students profited from<br />
the programme. Thus, Germany became<br />
more and more attractive for young<br />
researchers, stated Kasparick. Adds Zhu<br />
Wei, describing the conditions in<br />
Stuttgart: “Really, both life and research<br />
are very nice in Germany, I enjoy my<br />
temporary stay very much.” (aha)<br />

International Competition in <strong>China</strong>’s Education Market<br />
Germany’s Higher Education<br />
Institutions attended the <strong>China</strong><br />
International Education Exhibition<br />
2005<br />
cons of studying abroad much more<br />
carefully and more deliberately than in<br />
the past. The German higher education<br />
institutions presented themselves at the<br />
October events in a very competitive<br />
environment together with over 270 other<br />
universities, colleges, institutions and<br />
education organizations from 26<br />
countries and regions of the world.<br />
According to the figures provided by the<br />
organizer, over 23,000 guests visited the<br />
Beijing exhibition and more than 15,000<br />
the Shanghai event.<br />
The representatives of the German<br />
universities combined their participation<br />
in the exhibitions with visits to the<br />
Zhejiang University in Hangzhou, the<br />
University of Shanghai for Science and<br />
Technology and the Jiaotong University<br />
in Shanghai where officials from these<br />
universities used the opportunity and<br />
introduced to their visitors the enormous<br />
efforts and investments they are making<br />
to enlarge their campuses and provide<br />
better conditions for study and research<br />
at Chinese universities.<br />
It is commonly understood that<br />
German higher education institutions will<br />
stay connected and keep pace with the<br />
Chinese overseas education market and<br />
therefore will be present at such<br />
education exhibitions organized in <strong>China</strong><br />
in the near future.<br />
The <strong>China</strong> Education Expo 2006 will be<br />
held in Beijing, Shanghai and 4 other main<br />
Chinese cities in October and November<br />
2006. Details will be announced on the<br />
website of the <strong>DAAD</strong> office Beijing.<br />
