5. Prevention of misuse: the possibilities for the control with respect to the correct application of the
methods by a third person are different. An inspection is feasible for the inhalation anaesthesia due
to the electronic control implemented in the anaesthetic machine. The application of analgesics or
anaesthetics for injection anaesthesia can be controlled exclusively by the volume supplied to the
producers. For vaccination, a control is feasible in the slaughterhouse by means of the size of
testicles and a sensory test, respectively.
6. No discrimination of market partners: Whilst the costs for vaccination are hardly influenced by
the size of farms, the costs for the inhalation anaesthesia are largely increased for small farms
(almost 10 SFr. for a farm with 25 sows).
Several methods should be implemented for the following reasons: 1. A situation of a monopole
bears the risk of high costs. 2. A uniform method cannot be optimal for all producers. 3. The costs
for the anaesthetic machine for inhalation anaesthesia are high, especially for small farms. 4. The
freedom of choice increases the motivation of the producers for the implementation of the
methods.
According to the results of the investigations carried out within project ProSchwein, it is
recommended to maintain the ban for castration without anaesthesia by 1 st January 2009.
However, an exhaustive and well organized implementation requires for a suitable transition period
since the termination of the studies (anaesthesia methods for small farms such as injection
anaesthesia, local anaesthesia, field studies on vaccination) requires for sufficient time. Moreover,
a market research institute will be commissioned to conduct a representative, largely supported
and concluding study on acceptance of the alternatives in Switzerland in close collaboration
between producers and customers. Finally, the instruction of the producers requires for sufficient
time. Methods which are ready to be implemented shall be put into operation on the farms during
the transition period.
