A four-member Federal Advisory Committee oversaw <strong>the</strong> scientific development of this Syn<strong>the</strong>sis <strong>and</strong> Assessment Product (SAP) <strong>at</strong><br />

<strong>the</strong> request of <strong>the</strong> U.S. Geological Survey. These Federal Advisory Committee members also served as part of <strong>the</strong> group of chapter<br />

lead authors <strong>and</strong> contribut<strong>in</strong>g authors who wrote this report.<br />

This Syn<strong>the</strong>sis <strong>and</strong> Assessment Product, described <strong>in</strong> <strong>the</strong> U.S. <strong>Clim<strong>at</strong>e</strong> <strong>Change</strong> Science Program (CCSP) Str<strong>at</strong>egic Plan, was prepared <strong>in</strong><br />

accordance with Section 515 of <strong>the</strong> Treasury <strong>and</strong> General Government Appropri<strong>at</strong>ions Act for Fiscal Year 2001 (Public Law 106-554)<br />

<strong>and</strong> <strong>the</strong> <strong>in</strong>form<strong>at</strong>ion quality act guidel<strong>in</strong>es issued by <strong>the</strong> Department of <strong>the</strong> Interior <strong>and</strong> <strong>the</strong> U.S. Geological Survey pursuant to Section<br />

15). The CCSP Interagency Committee relies on <strong>the</strong> Department of <strong>the</strong> Interior <strong>and</strong> <strong>the</strong> U.S. Geological Survey certific<strong>at</strong>ions<br />

regard<strong>in</strong>g compliance with Section 515 <strong>and</strong> Department guidel<strong>in</strong>es as <strong>the</strong> basis for determ<strong>in</strong><strong>in</strong>g th<strong>at</strong> this product conforms with Section<br />

515. For purposes of compliance with Section 515, this CCSP Syn<strong>the</strong>sis <strong>and</strong> Assessment Product is an “<strong>in</strong>terpreted product” as<br />

th<strong>at</strong> term is used <strong>in</strong> U.S. Geological Survey guidel<strong>in</strong>es <strong>and</strong> is classified as “highly <strong>in</strong>fluential.” This document does not express any<br />

regul<strong>at</strong>ory policies of <strong>the</strong> United St<strong>at</strong>es or any of its agencies, or provide recommend<strong>at</strong>ions for regul<strong>at</strong>ory action.
