No matter how much the Western media cite the liberal reforms<br />

be<strong>in</strong>g carried out <strong>in</strong> the economy and the claim that Ch<strong>in</strong>a is turn<strong>in</strong>g to<br />

democracy, the Red Ch<strong>in</strong>ese government does not have the slightest <strong>in</strong>tention<br />

<strong>of</strong> giv<strong>in</strong>g up its total control over the people. Those liv<strong>in</strong>g <strong>in</strong><br />

Ch<strong>in</strong>ese territory are the pro<strong>of</strong>, and the peoples <strong>of</strong> both Ch<strong>in</strong>a and <strong>East</strong><br />

<strong>Turkestan</strong> are now the major targets <strong>of</strong> these ruthless practices.<br />

THE COMMUNIST PARTY OLIGARCHY<br />

The People's Republic <strong>of</strong> Ch<strong>in</strong>a is a totalitarian regime. Its entire<br />

executive and legislative bodies are tied to one s<strong>in</strong>gle adm<strong>in</strong>istrative<br />

organ, the Ch<strong>in</strong>ese <strong>Communist</strong> Party. Nationally and locally, the major<br />

leaders <strong>in</strong> the police, the army, and civilian organizations are all the<br />

<strong>Communist</strong> Party adm<strong>in</strong>istrators. Such people are <strong>of</strong>ten as <strong>in</strong>fluential<br />

after their retirement as they are while <strong>in</strong> <strong>of</strong>fice. As a result <strong>of</strong> their powerful<br />

organization, the <strong>Communist</strong> Party controls just about all aspects<br />

<strong>of</strong> life. For this reason, it is difficult to deviate from communist ideology<br />

<strong>in</strong> political and social life. Each <strong>in</strong>dividual's thoughts, beliefs, and actions<br />

must be <strong>in</strong> l<strong>in</strong>e with communist ideology and the <strong>in</strong>structions <strong>of</strong><br />

the party. Deviation, and even the possibility <strong>of</strong> deviation, can be heavily<br />

punished.<br />

The British journalist John Mirsky, who has become an expert on<br />

Ch<strong>in</strong>a, describes that communist rule <strong>in</strong> the follow<strong>in</strong>g terms:<br />

… But to them [<strong>Communist</strong> Party], stability meant an order <strong>in</strong> which<br />

the elders and the <strong>Communist</strong> Party were <strong>in</strong>contestably <strong>in</strong> charge.<br />

Any threat to that would have to be met with what they wielded most<br />

effectively: force. 2<br />

The most strik<strong>in</strong>g example <strong>of</strong> this occurred dur<strong>in</strong>g Mao's "Great<br />

Leap Forward" and the "Cultural Revolution" campaigns. Ruthless and<br />

cruel methods were resorted to <strong>in</strong> order to make the people submit to<br />

communism and translate communist ideology <strong>in</strong>to daily life. Peasants<br />
