concerned descriptions <strong>of</strong> the grim prison conditions by the relatives<br />

<strong>of</strong> one 17-year-old deta<strong>in</strong>ee:<br />

The jail was so crowded that prisoners were held 5 or 6 to a s<strong>in</strong>gle<br />

cell – too small to allow them all to lie down at night; they had to<br />

take turns to sleep. Whenever police <strong>of</strong>ficers "visited" them <strong>in</strong> their<br />

cells, they were beaten. Those prisoners selected for <strong>in</strong>terrogation<br />

were taken to a special room where they were beaten, kicked and<br />

given electric shocks with electric batons. The <strong>in</strong>terrogation room was<br />

equipped with a rail fixed on the wall. Some prisoners were hung on<br />

the rail with one foot and one hand tied to the rail with handcuffs.<br />

They were left <strong>in</strong> that position for 24 hours. When they were untied,<br />

they could not stand straight. Some prisoners had their f<strong>in</strong>gernails<br />

pulled out with pliers. Others had wires <strong>in</strong>serted under the nails. 34<br />

The prisoner who underwent those experiences spent two months<br />

<strong>in</strong> prison, and was only released follow<strong>in</strong>g payment <strong>of</strong> a 2,000 yen bribe<br />

by his family. The torture <strong>in</strong>flicted on another prisoner at the Public<br />

ust one <strong>of</strong> the thousands <strong>of</strong> Uighur Turks, arrested by the Ch<strong>in</strong>ese security<br />

forces <strong>in</strong> Gulja on February 4, 1997, subjected to unbelievable torture simply because<br />

<strong>of</strong> their beliefs.<br />
