here is a huge gulf between the liv<strong>in</strong>g<br />

standards <strong>of</strong> the Ch<strong>in</strong>ese people<br />

liv<strong>in</strong>g <strong>in</strong> <strong>East</strong> <strong>Turkestan</strong> and the<br />

Muslim Uighurs. This is a result <strong>of</strong><br />

the Ch<strong>in</strong>ese policy <strong>of</strong> oppress<strong>in</strong>g<br />

the Muslim population.<br />

Over the 50 years that followed, the Ch<strong>in</strong>ese population has risen to 42<br />

percent. It is estimated there are now more than 6 million Ch<strong>in</strong>ese <strong>in</strong> <strong>East</strong><br />

<strong>Turkestan</strong>, whereas 50 years ago there had been fewer than 300,000.<br />

Policies, such as improv<strong>in</strong>g agriculture and protect<strong>in</strong>g migrants,<br />

were brought <strong>in</strong> at the beg<strong>in</strong>n<strong>in</strong>g <strong>of</strong> the 1950s to support the<br />

Ch<strong>in</strong>ese settlers <strong>in</strong> <strong>East</strong> <strong>Turkestan</strong>. The rise <strong>in</strong> ethnic tensions<br />

<strong>in</strong> the region at the beg<strong>in</strong>n<strong>in</strong>g <strong>of</strong> the 1980s was<br />

accompanied by a relax<strong>in</strong>g <strong>in</strong> <strong>of</strong>ficial policies<br />

<strong>in</strong> support <strong>of</strong> Ch<strong>in</strong>ese migration. That did not<br />

mean, however, that the government had<br />

abandoned its aim <strong>of</strong> turn<strong>in</strong>g the region <strong>in</strong>to a<br />

Ch<strong>in</strong>ese prov<strong>in</strong>ce. This time, the Ch<strong>in</strong>ese element<br />

<strong>of</strong> the population was raised, as a result<br />

<strong>of</strong> the number <strong>of</strong> qualified personnel moved <strong>in</strong><br />

to man the factories <strong>in</strong>stalled to serve the<br />

Ch<strong>in</strong>ese economy <strong>in</strong> <strong>East</strong> <strong>Turkestan</strong>.<br />
