channel 37 . It also applies to certa<strong>in</strong> members appo<strong>in</strong>ted as <strong>the</strong> "wise men" <strong>of</strong> <strong>the</strong><br />

Higher Audio-Visual Communicati<strong>on</strong> Council. Their appo<strong>in</strong>tment caused an<br />

unprecedented upheaval <strong>in</strong> <strong>the</strong> Moroccan media at <strong>the</strong> time.<br />

- If <strong>the</strong> public media was ma<strong>in</strong>ly criticized because <strong>of</strong> its way <strong>of</strong> cover<strong>in</strong>g royal <strong>and</strong><br />

governmental activities <strong>in</strong> previous phases, <strong>the</strong>re hasn’t been a significant change<br />

<strong>on</strong> this level. These activities still c<strong>on</strong>stitute a major part <strong>of</strong> <strong>the</strong> news bullet<strong>in</strong>s <strong>on</strong><br />

Channel 1, as <strong>the</strong> radio <strong>and</strong> TV “royal cell” is c<strong>on</strong>sidered as <strong>the</strong> most active <strong>in</strong> <strong>the</strong><br />

menti<strong>on</strong>ed channel. A study <strong>on</strong> <strong>the</strong> fields <strong>of</strong> <strong>in</strong>terest <strong>of</strong> <strong>the</strong> news bullet<strong>in</strong>s revealed<br />

that <strong>in</strong>terest <strong>in</strong> <strong>the</strong> activities <strong>of</strong> <strong>the</strong> members <strong>of</strong> <strong>the</strong> royal family <strong>and</strong> <strong>the</strong> pr<strong>in</strong>ces<br />

reached 9.9%, <strong>and</strong> 61.8% with respect to governmental activities 38 . If Channel 2<br />

kept report<strong>in</strong>g <strong>the</strong> said activities pr<strong>of</strong>essi<strong>on</strong>ally <strong>and</strong> allocat<strong>in</strong>g a limited part<br />

<strong>the</strong>re<strong>for</strong> <strong>in</strong> its news bullet<strong>in</strong>s until 2000, it followed <strong>the</strong> example <strong>of</strong> Channel 1 <strong>in</strong><br />

<strong>the</strong> method <strong>of</strong> keep<strong>in</strong>g up-to-date <strong>on</strong> <strong>the</strong>se activities.<br />

- If <strong>the</strong> activities <strong>of</strong> some organizati<strong>on</strong>s were banned absolutely from be<strong>in</strong>g reported<br />

<strong>in</strong> <strong>the</strong> public media outlets 39 , <strong>the</strong> activities <strong>of</strong> o<strong>the</strong>r organizati<strong>on</strong>s rema<strong>in</strong> limited<br />

<strong>and</strong> are subject to a type <strong>of</strong> "seas<strong>on</strong>ality" 40 .<br />

- If <strong>the</strong> public audio-visual media witnessed some attempts <strong>of</strong> restructur<strong>in</strong>g by<br />

turn<strong>in</strong>g <strong>the</strong> Radio <strong>and</strong> TV <strong>in</strong>to a nati<strong>on</strong>al company <strong>and</strong> subject it, besides "Suriad<br />

Company-Channel 2", to certa<strong>in</strong> specificati<strong>on</strong>s, <strong>the</strong> <strong>Arab</strong> Moroccan News Agency<br />

was not subject to <strong>the</strong> said re<strong>for</strong>m, though its method <strong>of</strong> operati<strong>on</strong> <strong>and</strong> preparati<strong>on</strong><br />

<strong>of</strong> <strong>the</strong> product that it delivers rema<strong>in</strong>ed criticized throughout <strong>the</strong> previous periods.<br />

On <strong>the</strong> level <strong>of</strong> <strong>the</strong> written press, although <strong>the</strong> past six years witnessed prosperity <strong>of</strong><br />

this type <strong>of</strong> press, <strong>and</strong> many newspapers were published, <strong>and</strong> although topics were<br />

tackled with <strong>in</strong>creased boldness, <strong>the</strong>se six years were <strong>the</strong> period that witnessed an<br />

unprecedented crisis <strong>in</strong> <strong>Morocco</strong>'s history, as <strong>in</strong>dicated by <strong>the</strong> follow<strong>in</strong>g facts:<br />

- Direct prohibiti<strong>on</strong> was a weap<strong>on</strong> <strong>in</strong> <strong>the</strong> h<strong>and</strong>s <strong>of</strong> <strong>the</strong> rul<strong>in</strong>g party, po<strong>in</strong>ted at <strong>the</strong><br />

<strong>in</strong>dependent press dur<strong>in</strong>g that period, as revealed by three occasi<strong>on</strong>s. The first<br />

dates back to 1999, when <strong>the</strong> weekly "Le Journal" was suspended because it<br />

<strong>in</strong>terviewed Mohammed Abdul Aziz, <strong>the</strong> leader <strong>of</strong> <strong>the</strong> Polissario Fr<strong>on</strong>t that<br />

dem<strong>and</strong>s separati<strong>on</strong> from <strong>Morocco</strong>. This was not <strong>the</strong> <strong>on</strong>ly periodical harmed by<br />

this <strong>in</strong>terview, but <strong>the</strong> advertisement about <strong>the</strong> newspaper's fr<strong>on</strong>t page <strong>on</strong> Channel<br />

2 led to <strong>the</strong> dismissal <strong>of</strong> <strong>the</strong> team runn<strong>in</strong>g <strong>the</strong> channel (<strong>the</strong> general manager, <strong>the</strong><br />

news director…). The sec<strong>on</strong>d dates back to 2000, when three newspapers were<br />

suspended at <strong>the</strong> same time (The Newspaper (al-Saheefa), "Le Journal" <strong>and</strong><br />

"Dema<strong>in</strong>") <strong>for</strong> publish<strong>in</strong>g a letter <strong>of</strong> a <strong>for</strong>mer oppositi<strong>on</strong> member <strong>in</strong> which he said<br />

that <strong>the</strong> Moroccan Left c<strong>on</strong>spired with General Mohammed Oufkir, <strong>in</strong> an attempt<br />

to topple <strong>the</strong> regime <strong>of</strong> Hassan II. This was <strong>the</strong> first time that such a number <strong>of</strong><br />

newspapers were suspended all at <strong>the</strong> same time. The third occasi<strong>on</strong> was<br />

embodied <strong>in</strong> bann<strong>in</strong>g "Justice <strong>and</strong> Charity" newspaper, which is <strong>the</strong> <strong>of</strong>ficial<br />

mouthpiece <strong>of</strong> <strong>the</strong> Islamic party that bears this name.<br />
