<strong>and</strong> employ at least 5 (weeklies) <strong>and</strong> 8 journalists (dailies). Fur<strong>the</strong>rmore, <strong>the</strong> issues<br />

shall be published regularly <strong>and</strong> <strong>the</strong> operati<strong>on</strong>al accounts should be published<br />

annually, <strong>in</strong> additi<strong>on</strong> to <strong>the</strong> sales <strong>of</strong> every issue.<br />

This new procedure <strong>of</strong> distributi<strong>on</strong> <strong>of</strong> subsidies did not, <strong>on</strong> <strong>the</strong> <strong>on</strong>e h<strong>and</strong>, put<br />

restricti<strong>on</strong>s <strong>on</strong> <strong>the</strong> privileged status <strong>of</strong> <strong>the</strong> party press which c<strong>on</strong>t<strong>in</strong>ued to benefit from<br />

two types <strong>of</strong> subsidies: <strong>on</strong>e which falls with <strong>the</strong> framework <strong>of</strong> support<strong>in</strong>g parties, <strong>and</strong><br />

<strong>the</strong> o<strong>the</strong>r which benefits all <strong>the</strong> newspapers. On <strong>the</strong> o<strong>the</strong>r h<strong>and</strong>, <strong>the</strong> said procedure did<br />

not rely <strong>on</strong> <strong>the</strong> level <strong>of</strong> <strong>the</strong> circulati<strong>on</strong> <strong>and</strong> sales <strong>of</strong> <strong>the</strong> newspapers to distribute <strong>the</strong><br />

said subsidies.<br />

Moreover, <strong>the</strong> first experiment <strong>of</strong> distributi<strong>on</strong> <strong>of</strong> subsidies with<strong>in</strong> <strong>the</strong> framework <strong>of</strong><br />

<strong>the</strong>se new st<strong>and</strong>ards triggered some remarks. Some <strong>of</strong> <strong>the</strong>se newspapers received <strong>the</strong><br />

subsidies without hav<strong>in</strong>g fulfilled <strong>the</strong> required c<strong>on</strong>diti<strong>on</strong>s 75 . O<strong>the</strong>rs obta<strong>in</strong>ed subsidies<br />

though <strong>the</strong>y are <strong>the</strong> property <strong>of</strong> <strong>for</strong>eigners 76 .<br />

1-5 Pers<strong>on</strong>al Independence <strong>of</strong> Journalists<br />

1-5-1 C<strong>on</strong>trol <strong>of</strong> C<strong>on</strong>tent<br />

The data revealed by <strong>the</strong> op<strong>in</strong>i<strong>on</strong> poll shows that 51% <strong>of</strong> those polled believe that<br />

journalists c<strong>on</strong>trol <strong>the</strong> c<strong>on</strong>tents <strong>of</strong> <strong>the</strong>ir articles. The said percentage reveals <strong>the</strong><br />

weakness <strong>of</strong> <strong>the</strong> pers<strong>on</strong>al <strong>in</strong>dependence <strong>of</strong> <strong>the</strong> journalists exercis<strong>in</strong>g <strong>the</strong>ir pr<strong>of</strong>essi<strong>on</strong>.<br />

We also note that <strong>the</strong> said journalists differ <strong>in</strong> this regard from those work<strong>in</strong>g <strong>in</strong> <strong>the</strong><br />

public media <strong>and</strong> those <strong>of</strong> <strong>the</strong> written press. In <strong>the</strong> latter, <strong>the</strong>y differ <strong>in</strong> terms <strong>of</strong> those<br />

work<strong>in</strong>g <strong>in</strong> <strong>the</strong> <strong>in</strong>dependent press <strong>and</strong> those work<strong>in</strong>g with a party newspaper or <strong>the</strong><br />

pro-government press. With respect to <strong>the</strong> first type <strong>of</strong> journalists (those work<strong>in</strong>g <strong>in</strong><br />

<strong>the</strong> public media), <strong>the</strong>ir c<strong>on</strong>trol over <strong>the</strong>ir agenda <strong>and</strong> <strong>the</strong>ir editorial st<strong>and</strong>po<strong>in</strong>ts is<br />

relatively limited. They are found <strong>in</strong> a status that resembles that <strong>of</strong> a civil servant,<br />

where <strong>the</strong> hierarchy is strict, <strong>and</strong> where entry to <strong>and</strong> exit from <strong>the</strong> company requires<br />

<strong>the</strong> signature <strong>of</strong> <strong>the</strong> attendance sheets. There were many journalists, whe<strong>the</strong>r <strong>in</strong><br />

Channel 1 or Channel 2 or at <strong>the</strong> <strong>Arab</strong> <strong>Morocco</strong> News Agency, who expressed <strong>the</strong>ir<br />

discom<strong>for</strong>t <strong>and</strong> <strong>the</strong>ir compla<strong>in</strong>ts vis-à-vis this situati<strong>on</strong> while <strong>the</strong>y were <strong>in</strong>terviewed<br />

dur<strong>in</strong>g <strong>the</strong> preparati<strong>on</strong> <strong>of</strong> this report.<br />

Th<strong>in</strong>gs are not much different <strong>for</strong> journalists work<strong>in</strong>g <strong>in</strong> a party newspaper. Their<br />

editorial st<strong>and</strong>po<strong>in</strong>ts are <strong>of</strong>ten not those discussed dur<strong>in</strong>g <strong>the</strong> editorial meet<strong>in</strong>gs, but<br />

are imposed by <strong>the</strong> orientati<strong>on</strong>s or choices <strong>of</strong> <strong>the</strong> party, especially if <strong>the</strong> supervisors <strong>of</strong><br />

positi<strong>on</strong>s <strong>of</strong> resp<strong>on</strong>sibility <strong>in</strong> <strong>the</strong>se newspapers, are, with no excepti<strong>on</strong>, members <strong>of</strong><br />

<strong>the</strong> political bureaus or central committees <strong>of</strong> <strong>the</strong> parties that publish those<br />

newspapers 77 .<br />

The situati<strong>on</strong> is very different with respect to <strong>the</strong> <strong>in</strong>dependent press. Most <strong>of</strong> <strong>the</strong><br />

newspapers leave a wide marg<strong>in</strong> <strong>for</strong> <strong>the</strong> movement <strong>of</strong> <strong>the</strong>ir journalists, whe<strong>the</strong>r <strong>in</strong><br />

terms <strong>of</strong> organizati<strong>on</strong> <strong>of</strong> <strong>the</strong>ir work or <strong>the</strong> nature <strong>of</strong> <strong>the</strong> topics tackled. Most <strong>of</strong> <strong>the</strong><br />

times, it is enough to <strong>in</strong><strong>for</strong>m <strong>the</strong> editor-<strong>in</strong>-chief <strong>and</strong> sometimes raise <strong>the</strong> subject dur<strong>in</strong>g<br />

<strong>the</strong> editorial meet<strong>in</strong>g <strong>and</strong> discuss it with <strong>the</strong> o<strong>the</strong>r journalists. The editorial st<strong>and</strong>po<strong>in</strong>ts<br />

<strong>of</strong> journalists <strong>in</strong> such type <strong>of</strong> press are generally marked by total <strong>in</strong>dependence from<br />
