- The "citizenship call" launched by civil activists, politicians <strong>and</strong> journalists, some<br />

<strong>of</strong> whom were close to <strong>the</strong> K<strong>in</strong>g's entourage, c<strong>on</strong>stituted ano<strong>the</strong>r <strong>in</strong>cident that<br />

revealed <strong>the</strong> presence <strong>of</strong> part <strong>of</strong> <strong>the</strong> public op<strong>in</strong>i<strong>on</strong> <strong>in</strong> <strong>the</strong> pressure exerted <strong>on</strong> <strong>the</strong><br />

press. The call addressed explicit <strong>and</strong> blatant criticism aga<strong>in</strong>st what he called <strong>the</strong><br />

press that disrupts <strong>the</strong> "New Era" <strong>and</strong> h<strong>in</strong>ders <strong>the</strong> process <strong>of</strong> "Democratic<br />

Transiti<strong>on</strong>", be<strong>for</strong>e this call turns <strong>in</strong>to an <strong>in</strong>dependent associati<strong>on</strong> founded <strong>on</strong> <strong>the</strong><br />

same criticism. One <strong>of</strong> <strong>the</strong> leaders <strong>of</strong> <strong>the</strong> said call, who will become <strong>the</strong> president<br />

<strong>of</strong> <strong>the</strong> associati<strong>on</strong>, discussed <strong>in</strong> <strong>on</strong>e <strong>of</strong> his statements <strong>the</strong> techniques that could be<br />

used to face <strong>the</strong> said press, <strong>in</strong>clud<strong>in</strong>g <strong>the</strong> possibility <strong>of</strong> those newspapers be<strong>in</strong>g<br />

returned via mail to <strong>the</strong>ir headquarters as a <strong>for</strong>m <strong>of</strong> protest <strong>and</strong> rejecti<strong>on</strong> <strong>of</strong> <strong>the</strong><br />

topics <strong>the</strong>y tackle.<br />

- Always <strong>in</strong> <strong>the</strong> c<strong>on</strong>text <strong>of</strong> such type <strong>of</strong> pressures, <strong>the</strong> <strong>in</strong>dividuals tak<strong>in</strong>g legal acti<strong>on</strong><br />

aga<strong>in</strong>st newspapers is a new phenomen<strong>on</strong> <strong>in</strong> <strong>Morocco</strong>. The large number <strong>of</strong> cases<br />

filed, <strong>the</strong> nature <strong>of</strong> <strong>the</strong> parties fil<strong>in</strong>g <strong>the</strong>m 71 , <strong>and</strong> <strong>the</strong> nature <strong>of</strong> topics <strong>for</strong> which<br />

lawsuits are filed 72 , as well as <strong>the</strong> judgments pr<strong>on</strong>ounced later <strong>and</strong> <strong>the</strong> quality <strong>of</strong><br />

<strong>the</strong> newspapers targeted by such lawsuits (<strong>in</strong>dependent newspapers) are all<br />

elements which, as verified by <strong>the</strong> media circles, were part <strong>of</strong> <strong>the</strong> pressures<br />

exerted <strong>on</strong> <strong>the</strong> <strong>in</strong>dependence <strong>of</strong> newspapers <strong>and</strong> freedom <strong>of</strong> <strong>the</strong> press.<br />

- Two o<strong>the</strong>r <strong>in</strong>cidents can be added here. The first is related to <strong>the</strong> protests that were<br />

called <strong>for</strong> by political organizati<strong>on</strong>s <strong>and</strong> syndicates <strong>in</strong> <strong>the</strong> city <strong>of</strong> Maysour at <strong>the</strong><br />

beg<strong>in</strong>n<strong>in</strong>g <strong>of</strong> 2006 aga<strong>in</strong>st what was published by "al-Saheefa al-Maghribiyya"<br />

magaz<strong>in</strong>e, <strong>in</strong> that <strong>the</strong> late K<strong>in</strong>g Hassan II used to describe that city as <strong>the</strong> "capital<br />

<strong>of</strong> d<strong>on</strong>keys". The said organizati<strong>on</strong>s <strong>and</strong> syndicates threatened to take legal acti<strong>on</strong><br />

aga<strong>in</strong>st <strong>the</strong> menti<strong>on</strong>ed magaz<strong>in</strong>e, be<strong>for</strong>e <strong>the</strong> city's representative <strong>in</strong> <strong>the</strong> Parliament<br />

raised <strong>the</strong> issue <strong>in</strong> <strong>the</strong> c<strong>on</strong>text <strong>of</strong> an oral questi<strong>on</strong>. They were protests that were<br />

clearly aimed at exert<strong>in</strong>g pressure <strong>on</strong> <strong>the</strong> newspaper to shut it down.<br />

In <strong>the</strong> sec<strong>on</strong>d <strong>in</strong>cident, <strong>the</strong> temporary Nati<strong>on</strong>al Council <strong>of</strong> <strong>the</strong> Veterans <strong>of</strong> <strong>the</strong><br />

Resistance <strong>and</strong> Liberati<strong>on</strong> Army wanted to jo<strong>in</strong> as a civil party <strong>in</strong> <strong>the</strong> case aga<strong>in</strong>st <strong>the</strong><br />

weekly "al-Ayyam" filed with regard to "Women <strong>of</strong> <strong>the</strong> Royal Palace".<br />

1-4-2 <strong>Media</strong> <strong>and</strong> Ec<strong>on</strong>omic Stability<br />

If we leave aside <strong>the</strong> public media that is funded by <strong>the</strong> State, <strong>and</strong> whose c<strong>on</strong>t<strong>in</strong>uity is<br />

guaranteed by <strong>the</strong> latter, <strong>the</strong> o<strong>the</strong>r media, particularly <strong>the</strong> written press, is currently<br />

fac<strong>in</strong>g major difficulties. Many newspapers <strong>and</strong> magaz<strong>in</strong>es are threatened by closure<br />

at any moment. This is due to two reas<strong>on</strong>s: <strong>the</strong> first relates to <strong>the</strong> drop <strong>in</strong> <strong>the</strong> sales <strong>of</strong><br />

Moroccan newspapers <strong>in</strong> general, with <strong>the</strong> sales <strong>of</strong> <strong>the</strong> largest Moroccan newspaper<br />

not exceed<strong>in</strong>g 60,000 copies a day. The sec<strong>on</strong>d c<strong>on</strong>cerns <strong>the</strong> recessi<strong>on</strong> <strong>of</strong> <strong>the</strong><br />

advertis<strong>in</strong>g market, especially its mal-distributi<strong>on</strong>, <strong>and</strong> its dependency <strong>on</strong> political<br />

c<strong>on</strong>siderati<strong>on</strong>s ra<strong>the</strong>r than <strong>the</strong> logic <strong>of</strong> <strong>the</strong> market. This is <strong>in</strong>dicated by <strong>the</strong> plac<strong>in</strong>g <strong>of</strong><br />

advertisements <strong>in</strong> <strong>the</strong> French-speak<strong>in</strong>g press more than <strong>the</strong> <strong>Arab</strong> press, <strong>and</strong> <strong>the</strong><br />

newspapers that are rec<strong>on</strong>ciled with <strong>the</strong> government <strong>and</strong> approved <strong>of</strong> its choices more<br />

than those that adopt a critical editorial l<strong>in</strong>e. This helps powerful statesmen to c<strong>on</strong>trol<br />

most ec<strong>on</strong>omic <strong>in</strong>stituti<strong>on</strong>s <strong>and</strong> major <strong>on</strong>es <strong>in</strong> particular, which renders <strong>the</strong><br />

Mohammed al-Fizazi, a sheikh <strong>of</strong> <strong>the</strong> jihadi salafi organizati<strong>on</strong> who was deta<strong>in</strong>ed after May 16<br />

events, stated that if <strong>the</strong> perpetrators <strong>of</strong> May 16 events wanted to target <strong>the</strong> freedom <strong>of</strong> speech, <strong>the</strong>y<br />

would have blown <strong>the</strong> "Socialist Uni<strong>on</strong>" newspaper <strong>and</strong> Channel 2.<br />
