<strong>of</strong>ficial choices <strong>and</strong> <strong>the</strong> <strong>in</strong>fluence <strong>of</strong> o<strong>the</strong>r political parties. Actually, <strong>the</strong>y are usually<br />

<strong>in</strong> c<strong>on</strong>tradicti<strong>on</strong> with such choices <strong>and</strong> provoke such parties.<br />

Inside <strong>the</strong> <strong>in</strong>dependent press, <strong>the</strong>re are excepti<strong>on</strong>s whereby a journalist's pers<strong>on</strong>al<br />

<strong>in</strong>dependence is relatively cha<strong>in</strong>ed. In some <strong>of</strong> <strong>the</strong>se newspapers, <strong>the</strong> remnants <strong>of</strong> <strong>the</strong><br />

resistance press still exist, ei<strong>the</strong>r due to <strong>for</strong>mer or current bel<strong>on</strong>g<strong>in</strong>g <strong>of</strong> some <strong>of</strong> its<br />

supervisors or founders to political parties <strong>and</strong> <strong>the</strong>ir previous work <strong>in</strong> <strong>the</strong> media<br />

<strong>in</strong>stituti<strong>on</strong>s <strong>the</strong>re<strong>of</strong>. In some <strong>of</strong> <strong>the</strong> said newspapers, journalists are <strong>for</strong>bidden, <strong>for</strong><br />

<strong>in</strong>stance, to <strong>in</strong>terview activists from Islamic groups. In o<strong>the</strong>r pro-governemnt<br />

newspapers, <strong>the</strong> editorial st<strong>and</strong>po<strong>in</strong>ts <strong>of</strong> <strong>the</strong> journalists are much <strong>in</strong>fluenced by such<br />

closeness to <strong>the</strong> government 78 .<br />

1-5-2 Freedom <strong>of</strong> <strong>the</strong> Movement <strong>of</strong> Journalists<br />

In general, no restricti<strong>on</strong>s are imposed <strong>on</strong> <strong>the</strong> movements <strong>of</strong> Moroccan journalists.<br />

The facts c<strong>on</strong>firm that. The compla<strong>in</strong>ts <strong>of</strong> journalist Ali al-Mourabit about<br />

harassments that he was subject to while per<strong>for</strong>m<strong>in</strong>g his duties are an excepti<strong>on</strong> to this<br />

rule. This Moroccan journalist, whose three newspapers (Dema<strong>in</strong> Magaz<strong>in</strong>e, Dema<strong>in</strong><br />

<strong>in</strong> <strong>Arab</strong>ic <strong>and</strong> Dema<strong>in</strong> <strong>in</strong> French) were banned, <strong>and</strong> who spent m<strong>on</strong>ths <strong>in</strong> jail be<strong>for</strong>e a<br />

judgment was pr<strong>on</strong>ounced, prohibit<strong>in</strong>g him from writ<strong>in</strong>g <strong>for</strong> 10 years, disclosed <strong>for</strong> a<br />

number <strong>of</strong> newspapers record<strong>in</strong>gs <strong>of</strong> security men who tracked his movements when<br />

he was a corresp<strong>on</strong>dent <strong>for</strong> <strong>the</strong> Spanish daily "Il M<strong>on</strong>do" <strong>in</strong> areas <strong>of</strong> <strong>the</strong> Moroccan<br />

South.<br />

With regard to <strong>for</strong>eign journalists, many facts were registered <strong>in</strong> <strong>the</strong> past few years<br />

reveal<strong>in</strong>g <strong>the</strong> harassments <strong>the</strong>y were subject to. For <strong>in</strong>stance, <strong>the</strong> journalist Jean Pierre<br />

Toquoi at <strong>the</strong> French daily "Le M<strong>on</strong>de" had already told Moroccan newspapers dur<strong>in</strong>g<br />

2006 that he was prohibited from enter<strong>in</strong>g <strong>Morocco</strong> 79 , say<strong>in</strong>g that <strong>the</strong> Moroccan<br />

authorities were not happy with <strong>the</strong> articles he wrote about <strong>Morocco</strong>, especially his<br />

two banned books: "Last <strong>of</strong> <strong>the</strong> K<strong>in</strong>gs", <strong>in</strong> which he gave details about <strong>the</strong> K<strong>in</strong>g's<br />

private life <strong>and</strong> how <strong>the</strong> royal family is runn<strong>in</strong>g <strong>the</strong> country, <strong>and</strong> "Your Majesty <strong>the</strong><br />

K<strong>in</strong>g: I Owe Your Fa<strong>the</strong>r A Lot", which reveals <strong>the</strong> hidden secrets <strong>of</strong> <strong>the</strong> Moroccan-<br />

French relati<strong>on</strong>s.<br />

O<strong>the</strong>r French journalists were subject to harassments <strong>in</strong> <strong>Morocco</strong>, like <strong>the</strong> expulsi<strong>on</strong><br />

<strong>of</strong> Claude Govenille, <strong>the</strong> manager <strong>of</strong> <strong>the</strong> French News Agency Bureau dur<strong>in</strong>g <strong>the</strong> past<br />

few years because <strong>of</strong> a story reported by <strong>the</strong> news agency <strong>on</strong> issues relat<strong>in</strong>g to<br />

<strong>Morocco</strong>. Ano<strong>the</strong>r example is Joseph Tial who was accompanied by a team from<br />

France 2 channel where he works, while visit<strong>in</strong>g a place where <strong>on</strong>e <strong>of</strong> <strong>the</strong> most<br />

popular secret jails (Tazmamart) <strong>on</strong>ce stood under <strong>the</strong> late K<strong>in</strong>g Hassan II.<br />

In <strong>the</strong> same c<strong>on</strong>text, more than <strong>on</strong>e Spanish journalist compla<strong>in</strong>ed about <strong>the</strong><br />

harassments that <strong>the</strong>y were subject to when <strong>the</strong>y tried to visit <strong>the</strong> desert areas disputed<br />

between <strong>Morocco</strong> <strong>and</strong> <strong>the</strong> Algerian-backed Polissario Fr<strong>on</strong>t.<br />

1-5-3 Press <strong>and</strong> Judicial Verdicts<br />

The lawsuits aga<strong>in</strong>st newspapers <strong>and</strong> <strong>the</strong> subsequent judgments rema<strong>in</strong> <strong>the</strong> most<br />

c<strong>on</strong>troversial issue <strong>in</strong> <strong>the</strong> Moroccan media. In 2005 al<strong>on</strong>e, 28 press-related cases were<br />

filed be<strong>for</strong>e <strong>the</strong> Moroccan courts, six <strong>of</strong> which were automatically activated by <strong>the</strong><br />
