was not possible to imag<strong>in</strong>e that party-based press would go to <strong>the</strong> fur<strong>the</strong>st extents <strong>in</strong><br />

verify<strong>in</strong>g <strong>the</strong> credibility <strong>of</strong> <strong>the</strong> electoral process. The pro<strong>of</strong> <strong>of</strong> which is that <strong>the</strong>y<br />

ignored <strong>the</strong> most c<strong>on</strong>troversial aspects <strong>in</strong> those electi<strong>on</strong>s, such as <strong>the</strong> delay <strong>in</strong><br />

announc<strong>in</strong>g <strong>the</strong> results <strong>and</strong> <strong>the</strong> n<strong>on</strong>-publish<strong>in</strong>g <strong>of</strong> detailed results <strong>in</strong> <strong>the</strong> <strong>of</strong>ficial<br />

gazette 128 .<br />

It is a paradox that <strong>the</strong> newspapers <strong>of</strong> <strong>the</strong> "new" oppositi<strong>on</strong> have also followed <strong>the</strong><br />

same behavior. Though most <strong>of</strong> <strong>the</strong> suspici<strong>on</strong>s regard<strong>in</strong>g those electi<strong>on</strong>s were related<br />

to possible <strong>in</strong>terference <strong>in</strong> <strong>the</strong> results to h<strong>in</strong>der <strong>the</strong> Justice <strong>and</strong> Development Party, its<br />

press, even if it menti<strong>on</strong>ed some <strong>of</strong> <strong>the</strong> violati<strong>on</strong>s, avoided search <strong>and</strong> <strong>in</strong>vestigati<strong>on</strong> <strong>in</strong><br />

<strong>the</strong> events occurr<strong>in</strong>g dur<strong>in</strong>g that period.<br />

3- Independent Press <strong>and</strong> Weak Potentials<br />

Independent press might be <strong>the</strong> turn<strong>in</strong>g po<strong>in</strong>t <strong>in</strong> <strong>the</strong> relati<strong>on</strong> <strong>of</strong> media with <strong>the</strong><br />

electi<strong>on</strong>s <strong>in</strong> <strong>Morocco</strong>, as it managed to c<strong>on</strong>vey <strong>the</strong> presence <strong>of</strong> developed media<br />

patterns <strong>in</strong> cover<strong>in</strong>g electi<strong>on</strong>s through discuss<strong>in</strong>g <strong>the</strong> programs <strong>of</strong> political parties,<br />

present<strong>in</strong>g a socio-pr<strong>of</strong>essi<strong>on</strong>al image about c<strong>and</strong>idates, <strong>and</strong> unveil<strong>in</strong>g some notorious<br />

electoral practices. Thus, <strong>the</strong>y replaced parties <strong>in</strong> discuss<strong>in</strong>g <strong>the</strong>ir programs <strong>and</strong><br />

shift<strong>in</strong>g discussi<strong>on</strong> from <strong>the</strong> public media <strong>and</strong> from with<strong>in</strong> party c<strong>on</strong>glomerati<strong>on</strong>s to<br />

<strong>the</strong>ir pages. Their situati<strong>on</strong> enabl<strong>in</strong>g <strong>the</strong>m to be freer <strong>in</strong> cover<strong>in</strong>g electi<strong>on</strong>s <strong>and</strong><br />

disclos<strong>in</strong>g <strong>the</strong>ir hidden aspects had helped <strong>the</strong>m <strong>in</strong> this fact.<br />

It was noticeable that <strong>the</strong> newspapers' coverage <strong>of</strong> <strong>the</strong> electi<strong>on</strong>s is that it was not up to<br />

<strong>the</strong> required level <strong>and</strong> could not make up <strong>for</strong> <strong>the</strong> role played by <strong>the</strong> press <strong>of</strong> <strong>the</strong> <strong>for</strong>mer<br />

oppositi<strong>on</strong> dur<strong>in</strong>g <strong>the</strong> electi<strong>on</strong>s. In general, this press was free <strong>in</strong> cover<strong>in</strong>g all<br />

occurr<strong>in</strong>g events, <strong>in</strong> c<strong>on</strong>vey<strong>in</strong>g <strong>the</strong> different violati<strong>on</strong>s that took place, reflect<strong>in</strong>g <strong>the</strong><br />

different op<strong>in</strong>i<strong>on</strong>s, look<strong>in</strong>g after <strong>the</strong> aspects related to <strong>the</strong> ballot, criticiz<strong>in</strong>g <strong>the</strong> nature<br />

<strong>of</strong> <strong>the</strong> way with which public media deals with this event, <strong>and</strong> even questi<strong>on</strong><strong>in</strong>g <strong>the</strong><br />

<strong>in</strong>tegrity <strong>of</strong> electi<strong>on</strong>s, as most <strong>of</strong> <strong>the</strong> articles, editorials <strong>and</strong> analyses <strong>in</strong> those<br />

newspapers revealed. However, <strong>the</strong>y failed to cover <strong>the</strong> electi<strong>on</strong>s accurately.<br />

Few are <strong>the</strong> reports that were c<strong>on</strong>ducted <strong>on</strong> <strong>the</strong> violati<strong>on</strong>s 129 <strong>in</strong> some c<strong>on</strong>stituencies.<br />

Fur<strong>the</strong>rmore, <strong>the</strong> <strong>in</strong>vestigati<strong>on</strong>s <strong>on</strong> <strong>the</strong> doubts cast <strong>on</strong> <strong>the</strong> electi<strong>on</strong>s results were not<br />

completed except <strong>on</strong>e year after <strong>the</strong> ballot 130 . This is due to reas<strong>on</strong>s, some <strong>of</strong> which<br />

are related to <strong>the</strong> marg<strong>in</strong> <strong>of</strong> freedom even <strong>in</strong> part <strong>of</strong> <strong>the</strong> <strong>in</strong>dependent press, ei<strong>the</strong>r<br />

because it avoids everyth<strong>in</strong>g that could bo<strong>the</strong>r <strong>the</strong> State 131 or some parties 132 . O<strong>the</strong>rs<br />

are related to <strong>the</strong> weak potentials <strong>in</strong> many <strong>of</strong> <strong>the</strong>se newspapers. For <strong>in</strong>stance, some<br />

weekly newspapers, not hav<strong>in</strong>g more than 7 or 8 journalists, are not expected to<br />

<strong>of</strong> Sala when a c<strong>and</strong>idate from <strong>the</strong> Independence Party, Khaled Fathi, challenged <strong>the</strong> result that was <strong>for</strong><br />

<strong>the</strong> benefit <strong>of</strong> <strong>the</strong> c<strong>and</strong>idate <strong>of</strong> <strong>the</strong> Socialist Federati<strong>on</strong> Party, al-Siddiq al-Zanbeer.<br />
