<strong>the</strong> suspensi<strong>on</strong> <strong>of</strong> <strong>the</strong> first <strong>and</strong> <strong>the</strong> c<strong>on</strong>veyance <strong>of</strong> <strong>the</strong> sec<strong>on</strong>d to a <strong>for</strong>eigner 19 did not<br />

prevent newspapers <strong>in</strong> <strong>the</strong> group from behav<strong>in</strong>g as public newspapers. “<strong>Arab</strong><br />

<strong>Morocco</strong> News Agency” rema<strong>in</strong>s <strong>the</strong> best pro<strong>of</strong> <strong>of</strong> <strong>the</strong> presence <strong>of</strong> an <strong>of</strong>ficial written<br />

press. This agency, established <strong>in</strong> <strong>the</strong> late 50's, is c<strong>on</strong>sidered as state-affiliated,<br />

whe<strong>the</strong>r <strong>in</strong> terms <strong>of</strong> supervisi<strong>on</strong>, f<strong>in</strong>anc<strong>in</strong>g or editorial orientati<strong>on</strong>s.<br />

Until 2004, <strong>the</strong>re has been 1782 Moroccan journalists 20 , distributed <strong>in</strong>to 802 <strong>in</strong> <strong>the</strong><br />

written press, 526 <strong>in</strong> Moroccan radios <strong>and</strong> TVs, 131 <strong>in</strong> Channel 2, 40 <strong>in</strong> Medi 1, <strong>on</strong>e<br />

journalist <strong>in</strong> <strong>the</strong> FM radio stati<strong>on</strong>, 208 <strong>in</strong> <strong>the</strong> <strong>Arab</strong> <strong>Morocco</strong> News Agency, 9 <strong>in</strong> <strong>the</strong><br />

Moroccan C<strong>in</strong>ema <strong>Center</strong>, 10 <strong>in</strong> electr<strong>on</strong>ic press, 10 <strong>in</strong> producti<strong>on</strong> agencies <strong>in</strong> <strong>the</strong><br />

field <strong>of</strong> communicati<strong>on</strong>s, 6 <strong>in</strong> <strong>the</strong> photography department at <strong>the</strong> M<strong>in</strong>istry <strong>of</strong><br />

Communicati<strong>on</strong>s <strong>and</strong> 38 free-lancers.<br />

However, most <strong>of</strong> those are not graduated from <strong>in</strong>stitutes specialized <strong>in</strong> press<br />

<strong>for</strong>mati<strong>on</strong>. They practice this pr<strong>of</strong>essi<strong>on</strong> based <strong>on</strong> <strong>the</strong>ir party affiliati<strong>on</strong>s with respect<br />

to party-based journalism or based <strong>on</strong> <strong>the</strong>ir university <strong>for</strong>mati<strong>on</strong>.<br />

If <strong>the</strong> Moroccan media <strong>on</strong> <strong>the</strong> quantitative level knows significant diversity, <strong>the</strong><br />

qualitative aspect (<strong>the</strong> how) triggers an unprecedented debate. S<strong>in</strong>ce 1999, a<br />

significant year where a change took place <strong>in</strong> <strong>the</strong> authority pyramid <strong>in</strong> <strong>Morocco</strong> with<br />

<strong>the</strong> decease <strong>of</strong> K<strong>in</strong>g Hassan II, who was succeeded by his s<strong>on</strong> K<strong>in</strong>g Mohammed VI,<br />

<strong>the</strong> roles <strong>of</strong> journalism was <strong>the</strong> ma<strong>in</strong> subject to be discussed <strong>in</strong> <strong>Morocco</strong>. In light <strong>of</strong><br />

<strong>the</strong> political vacuum caused by <strong>the</strong> participati<strong>on</strong> <strong>of</strong> parties <strong>of</strong> <strong>the</strong> <strong>for</strong>mer oppositi<strong>on</strong> <strong>in</strong><br />

<strong>the</strong> government as <strong>of</strong> March 14, 1998, <strong>and</strong> due to <strong>the</strong> lack <strong>of</strong> an alternative<br />

<strong>in</strong>stituti<strong>on</strong>al oppositi<strong>on</strong> 21 , some viewed <strong>in</strong>dependent press as <strong>the</strong> <strong>on</strong>ly exist<strong>in</strong>g<br />

oppositi<strong>on</strong> press.<br />

Such people base <strong>the</strong>ir judgment <strong>on</strong> <strong>the</strong> nature <strong>of</strong> subjects covered by this press, <strong>and</strong><br />

<strong>the</strong> critical method <strong>in</strong> which this press tackles <strong>the</strong> issues. Discuss<strong>in</strong>g m<strong>on</strong>archy<br />

peculiarities, <strong>the</strong> K<strong>in</strong>g's <strong>and</strong> his family's private life, prostituti<strong>on</strong>, sexual perversi<strong>on</strong>,<br />

drug gangs, <strong>the</strong> issue <strong>of</strong> <strong>the</strong> Desert, religious issues, embezzlement <strong>of</strong> public funds,<br />

Moroccan diplomacy, as well as <strong>the</strong> political crimes perpetrated under <strong>the</strong> <strong>for</strong>mer<br />

K<strong>in</strong>g's regime, are no l<strong>on</strong>ger taboos <strong>for</strong> this press, as it was <strong>in</strong> <strong>the</strong> past, when tackl<strong>in</strong>g<br />

such issues even implicitly endangered <strong>the</strong> press <strong>and</strong> journalists 22 .<br />

Hence, with <strong>the</strong> new roles <strong>of</strong> press <strong>in</strong> <strong>Morocco</strong> <strong>and</strong> <strong>the</strong> nature <strong>of</strong> topics covered,<br />

journalists found <strong>the</strong>mselves be<strong>for</strong>e urgent questi<strong>on</strong>s, ma<strong>in</strong>ly: How can <strong>the</strong>y c<strong>on</strong>ciliate<br />

between practic<strong>in</strong>g <strong>the</strong> pr<strong>of</strong>essi<strong>on</strong>, i.e. c<strong>on</strong>vey<strong>in</strong>g <strong>the</strong> truth as it is, <strong>and</strong> deal<strong>in</strong>g with<br />

<strong>the</strong> piece <strong>of</strong> news with a touch <strong>of</strong> div<strong>in</strong>ity <strong>and</strong> between <strong>the</strong> love <strong>of</strong> <strong>the</strong> country, try<strong>in</strong>g<br />

<strong>Morocco</strong>, <strong>in</strong>dicates that it is c<strong>on</strong>cern<strong>in</strong>g a <strong>for</strong>eign company, <strong>the</strong> Moroccan government rendered this<br />

group am<strong>on</strong>g its nati<strong>on</strong>al newspapers that benefited from <strong>the</strong> f<strong>in</strong>ancial support <strong>in</strong> 2005.<br />

limited <strong>the</strong> efficiency <strong>of</strong> <strong>the</strong>ir oppositi<strong>on</strong>, <strong>for</strong>c<strong>in</strong>g <strong>the</strong>m to focus ma<strong>in</strong>ly <strong>on</strong> ethical aspects, neglect<strong>in</strong>g<br />

any <strong>in</strong>terest to criticize <strong>the</strong> government's acti<strong>on</strong> <strong>and</strong> choices.<br />

22 At <strong>the</strong> end <strong>of</strong> <strong>the</strong> 80's, "La Malif" magaz<strong>in</strong>e, a famous <strong>in</strong>dependent magaz<strong>in</strong>e at that time, was<br />

suspended merely because it covered <strong>the</strong> topic <strong>of</strong> sexual perversi<strong>on</strong> <strong>in</strong> <strong>Morocco</strong>. However today,<br />

deal<strong>in</strong>g with this topic has become a cliché due to <strong>the</strong> excessive <strong>in</strong>terest <strong>of</strong> <strong>the</strong> press <strong>in</strong> <strong>the</strong> same.
