advertisement a political weap<strong>on</strong> used to punish <strong>the</strong> media outlets believed to be a<br />

dissent<strong>in</strong>g voice.<br />

Figures revealed by a study 73 , recently c<strong>on</strong>ducted <strong>on</strong> <strong>the</strong> market <strong>of</strong> <strong>the</strong> press <strong>in</strong><br />

<strong>Morocco</strong>, reflect this reality. For <strong>in</strong>stance, <strong>the</strong>y <strong>in</strong>dicate that if <strong>the</strong> percentage <strong>of</strong><br />

advertisement represented 80% <strong>of</strong> <strong>the</strong> total <strong>in</strong>come <strong>of</strong> some newspapers, <strong>the</strong>y, <strong>on</strong> <strong>the</strong><br />

<strong>on</strong>e h<strong>and</strong>, do not exceed 0.6% <strong>of</strong> <strong>the</strong> total nati<strong>on</strong>al <strong>in</strong>come. On <strong>the</strong> o<strong>the</strong>r h<strong>and</strong>, <strong>the</strong><br />

li<strong>on</strong>'s share goes to major media <strong>in</strong>stituti<strong>on</strong>s (21%), followed by <strong>the</strong> press <strong>in</strong> sec<strong>on</strong>d<br />

place, <strong>the</strong>n <strong>the</strong> televisi<strong>on</strong>. On <strong>the</strong> third h<strong>and</strong>, <strong>the</strong> francoph<strong>on</strong>e press benefits from<br />

advertisements, while <strong>the</strong> <strong>Arab</strong> press, which accounts <strong>for</strong> 75% <strong>of</strong> sales <strong>of</strong> <strong>the</strong> written<br />

press, gets 30% <strong>of</strong> <strong>the</strong> advertis<strong>in</strong>g <strong>in</strong>come.<br />

As a result <strong>of</strong> <strong>the</strong> debate over <strong>the</strong> distributi<strong>on</strong> <strong>of</strong> advertisements <strong>in</strong> <strong>Morocco</strong>, this issue<br />

was an item <strong>on</strong> <strong>the</strong> agenda <strong>of</strong> <strong>the</strong> negotiati<strong>on</strong>s between <strong>the</strong> m<strong>in</strong>istry <strong>in</strong> charge <strong>of</strong> <strong>the</strong><br />

media sector <strong>and</strong> <strong>the</strong> Moroccan Federati<strong>on</strong> <strong>for</strong> Newspaper Publishers, be<strong>for</strong>e be<strong>in</strong>g<br />

<strong>in</strong>cluded <strong>in</strong> <strong>the</strong> "c<strong>on</strong>tract-program" c<strong>on</strong>cluded between <strong>the</strong> two. The said c<strong>on</strong>tract<br />

stipulates that <strong>the</strong> M<strong>in</strong>istry <strong>of</strong> Communicati<strong>on</strong>s shall draw up an acti<strong>on</strong> plan to<br />

encourage advertis<strong>in</strong>g <strong>in</strong> <strong>the</strong> written press by help<strong>in</strong>g newspaper <strong>the</strong> amounts due to<br />

<strong>the</strong>m by public <strong>in</strong>stituti<strong>on</strong>s <strong>for</strong> <strong>the</strong> publicati<strong>on</strong> <strong>of</strong> adm<strong>in</strong>istrative advertisements, <strong>and</strong><br />

sett<strong>in</strong>g efficient <strong>and</strong> prompt procedures to pay <strong>the</strong> price <strong>of</strong> adm<strong>in</strong>istrative<br />

advertisements, review<strong>in</strong>g <strong>the</strong> prices <strong>the</strong>re<strong>of</strong> <strong>in</strong> <strong>the</strong> written press to <strong>in</strong>crease it, as well<br />

as m<strong>on</strong>itor<strong>in</strong>g <strong>the</strong> advertisement market <strong>in</strong> terms <strong>of</strong> prices, especially <strong>in</strong> <strong>the</strong> written<br />

press <strong>and</strong> <strong>the</strong> audio-visual media, preserv<strong>in</strong>g <strong>the</strong> market share <strong>of</strong> <strong>the</strong> written press,<br />

putt<strong>in</strong>g an end to <strong>the</strong> free public or low-price advertisements <strong>in</strong> <strong>the</strong> written press <strong>and</strong><br />

m<strong>on</strong>itor<strong>in</strong>g <strong>the</strong> fair distributi<strong>on</strong> <strong>of</strong> adm<strong>in</strong>istrative advertisements am<strong>on</strong>g journalistic<br />

<strong>in</strong>stituti<strong>on</strong>s. However, <strong>the</strong> said procedures are still <strong>in</strong>k <strong>on</strong> paper. Moreover, <strong>the</strong> sett<strong>in</strong>g<br />

up <strong>of</strong> <strong>the</strong> <strong>of</strong>fice <strong>for</strong> <strong>the</strong> verificati<strong>on</strong> <strong>of</strong> newspapers circulati<strong>on</strong> has still not achieved <strong>the</strong><br />

<strong>in</strong>tended results.<br />

Whereas party newspapers guaranteed <strong>the</strong>ir f<strong>in</strong>ancial balance through <strong>the</strong> f<strong>in</strong>ancial aid<br />

provided by <strong>the</strong> State, whe<strong>the</strong>r <strong>the</strong> aid received from <strong>the</strong> prime m<strong>in</strong>ister <strong>in</strong> <strong>the</strong> <strong>for</strong>m <strong>of</strong><br />

an annual f<strong>in</strong>ancial cover that comes as part <strong>of</strong> <strong>the</strong> subsidies allocated <strong>for</strong> political<br />

parties, syndicates <strong>and</strong> <strong>the</strong> nati<strong>on</strong>al press, or that provided by <strong>the</strong> M<strong>in</strong>istry <strong>of</strong><br />

Communicati<strong>on</strong>s <strong>in</strong> <strong>the</strong> <strong>for</strong>m <strong>of</strong> a compensati<strong>on</strong> <strong>for</strong> certa<strong>in</strong> expenses 74 , <strong>the</strong><br />

<strong>in</strong>dependent press rema<strong>in</strong>ed deprived <strong>of</strong> <strong>the</strong>se subsidies.<br />

This situati<strong>on</strong> <strong>on</strong>ly changed after 2005 when <strong>the</strong> nati<strong>on</strong>al debate <strong>on</strong> <strong>the</strong> media was an<br />

occasi<strong>on</strong> to launch two <strong>in</strong>itiatives <strong>in</strong> this directi<strong>on</strong>. Through <strong>the</strong> first <strong>in</strong>itiative, K<strong>in</strong>g<br />

Mohammed VI announced an <strong>in</strong>crease <strong>in</strong> <strong>the</strong> f<strong>in</strong>ancial cover to support newspapers<br />

from Dirhams 200,000.000 to Dirhams five milli<strong>on</strong>. The sec<strong>on</strong>d c<strong>on</strong>sisted <strong>in</strong> <strong>the</strong><br />

signature <strong>of</strong> <strong>the</strong> a<strong>for</strong>ementi<strong>on</strong>ed "c<strong>on</strong>tract-program", by virtue <strong>of</strong> which all<br />

newspapers, <strong>in</strong>clud<strong>in</strong>g <strong>the</strong> <strong>in</strong>dependent press, could obta<strong>in</strong> <strong>the</strong> said support if <strong>the</strong>y<br />

abided by certa<strong>in</strong> terms <strong>of</strong> reference. Accord<strong>in</strong>g to <strong>the</strong> terms <strong>of</strong> reference, <strong>the</strong><br />

newspaper or <strong>the</strong> media outlet should enjoy a sound status vis-à-vis <strong>the</strong> laws <strong>in</strong> <strong>for</strong>ce.<br />

They should also be subject to <strong>the</strong> Moroccan Corporate <strong>Law</strong> <strong>and</strong> have a general<br />

nati<strong>on</strong>al <strong>and</strong> regi<strong>on</strong>al news character. Moreover, <strong>the</strong> space allocated <strong>for</strong><br />

advertisements should not exceed half <strong>of</strong> <strong>the</strong> newspaper as an annual average. The<br />

media outlet should be addressed to <strong>the</strong> public. It shall sign <strong>the</strong> collective agreement<br />
