1- Public <strong>Media</strong> <strong>and</strong> Narrow Marg<strong>in</strong> <strong>of</strong> Freedom<br />
Although <strong>the</strong> public media, <strong>in</strong>clud<strong>in</strong>g TV, radio <strong>and</strong> news agencies, have largely<br />
developed <strong>the</strong> method <strong>of</strong> coverage <strong>of</strong> electi<strong>on</strong>s <strong>in</strong> <strong>Morocco</strong>, <strong>in</strong> comparis<strong>on</strong> to previous<br />
periods, <strong>the</strong>y could not get rid <strong>of</strong> <strong>the</strong> remnants <strong>of</strong> <strong>the</strong> previous practice. The previous<br />
practice was based <strong>on</strong> guidance <strong>and</strong> <strong>on</strong> render<strong>in</strong>g <strong>the</strong> media a means <strong>of</strong> advertis<strong>in</strong>g <strong>for</strong><br />
<strong>the</strong> party that funded <strong>and</strong> supervised it. Thus, ef<strong>for</strong>ts were lack<strong>in</strong>g <strong>and</strong> <strong>the</strong> rules <strong>of</strong> <strong>the</strong><br />
pr<strong>of</strong>essi<strong>on</strong> were not observed. This is <strong>in</strong>dicated by <strong>the</strong> follow<strong>in</strong>g elements:<br />
- Although <strong>the</strong> public media covered all stages <strong>of</strong> <strong>the</strong> electoral process s<strong>in</strong>ce <strong>the</strong><br />
launch <strong>of</strong> <strong>the</strong> electoral campaign until <strong>the</strong> announcement <strong>of</strong> results, <strong>the</strong>y however<br />
rema<strong>in</strong>ed governed by law stipulati<strong>on</strong>s (Electoral Code) c<strong>on</strong>cern<strong>in</strong>g <strong>the</strong> time allocated<br />
<strong>for</strong> <strong>the</strong> <strong>in</strong>terventi<strong>on</strong> <strong>of</strong> political parties participat<strong>in</strong>g <strong>in</strong> <strong>the</strong> electi<strong>on</strong>s, as agreed by <strong>the</strong><br />
members <strong>of</strong> <strong>the</strong> public media usage committee 119 . All <strong>the</strong> programs allocated <strong>for</strong> <strong>the</strong><br />
electi<strong>on</strong>s reflected this legal aspect.<br />
- In some cases, this type <strong>of</strong> media showed bias <strong>in</strong> favor <strong>of</strong> particular political parties.<br />
An advertisement was aired <strong>for</strong> an electoral campaign <strong>in</strong> which an actor 120 , known <strong>for</strong><br />
his beard, had it shaved, to avoid giv<strong>in</strong>g <strong>the</strong> impressi<strong>on</strong> <strong>of</strong> call<strong>in</strong>g <strong>for</strong> vot<strong>in</strong>g <strong>for</strong><br />
Islamists (Justice <strong>and</strong> Development Party). However, more than <strong>on</strong>e advertisement<br />
implied an <strong>in</strong>vitati<strong>on</strong> to vote <strong>for</strong> <strong>the</strong> Socialist Federati<strong>on</strong> Party which led <strong>the</strong><br />
government that supervised <strong>the</strong> electi<strong>on</strong>s. One <strong>of</strong> <strong>the</strong>se famous advertisements<br />
showed a bloom<strong>in</strong>g rose at <strong>the</strong> height <strong>of</strong> <strong>the</strong> campaign. Dur<strong>in</strong>g <strong>the</strong> same period, a<br />
cook<strong>in</strong>g program, broadcast by Channel 2, did not f<strong>in</strong>d what to broadcast, except <strong>for</strong><br />
"a rose <strong>of</strong> sweets", <strong>and</strong> <strong>the</strong> program editor did not <strong>for</strong>get to put a bouquet <strong>of</strong> roses <strong>in</strong><br />
<strong>the</strong> kitchen, which was <strong>the</strong> first <strong>and</strong> last time <strong>the</strong> roses appeared <strong>in</strong> such a program.<br />
The repetitive appearance <strong>of</strong> <strong>the</strong> rose, which is <strong>the</strong> logo <strong>of</strong> <strong>the</strong> Socialist Federati<strong>on</strong><br />
Party, <strong>in</strong> programs at Channel 2 was viewed as an underly<strong>in</strong>g desire by <strong>the</strong> party that<br />
c<strong>on</strong>trolled <strong>the</strong> channel to encourage voters to vote <strong>for</strong> <strong>the</strong> said party. This impressi<strong>on</strong><br />
was re<strong>in</strong><strong>for</strong>ced by <strong>the</strong> fact that <strong>the</strong> period that preceded electi<strong>on</strong>s saw <strong>the</strong> appearance<br />
<strong>of</strong> many members <strong>of</strong> <strong>the</strong> said party, m<strong>in</strong>isters <strong>and</strong> o<strong>the</strong>rs, <strong>in</strong> <strong>the</strong> programs <strong>of</strong> <strong>the</strong> said<br />
channel, which compet<strong>in</strong>g parties compla<strong>in</strong>ed about.<br />
-In some cases, <strong>the</strong> public media showed disrespect not <strong>on</strong>ly <strong>of</strong> <strong>the</strong> required<br />
impartiality <strong>and</strong> objectivity but <strong>of</strong> <strong>the</strong> laws <strong>in</strong> <strong>for</strong>ce. For example, <strong>the</strong> pedagogic<br />
advertisements that targeted citizens, particularly <strong>the</strong> uneducated, to teach <strong>the</strong>m how<br />
to vote with <strong>on</strong>e paper <strong>and</strong> how to put a check mark by <strong>the</strong> c<strong>and</strong>idate selected by <strong>the</strong><br />

every party <strong>in</strong> <strong>the</strong> radio, Channel 1 <strong>and</strong> Channel 2. Ten o<strong>the</strong>r parties were given ano<strong>the</strong>r broadcast<br />
share <strong>of</strong> 7 m<strong>in</strong>utes <strong>for</strong> every party, based <strong>on</strong> three shares. With respect to <strong>the</strong> o<strong>the</strong>r new parties, <strong>on</strong>e<br />
share <strong>of</strong> broadcast <strong>of</strong> five m<strong>in</strong>utes was given <strong>for</strong> parties, <strong>the</strong> c<strong>and</strong>idacy <strong>of</strong> which does not cover more<br />
than 30% <strong>of</strong> electoral c<strong>on</strong>stituencies, as well as two shares <strong>of</strong> five m<strong>in</strong>utes <strong>for</strong> parties, <strong>the</strong> c<strong>and</strong>idacy <strong>of</strong><br />
which covers more than 50% <strong>of</strong> electoral c<strong>on</strong>stituencies. In additi<strong>on</strong>, it was agreed that parties could<br />
benefit from <strong>the</strong> allocated shares to be hosted <strong>in</strong> news bullet<strong>in</strong>s.<br />
