<strong>and</strong> yet, <strong>the</strong>ir attendance was objected to 61 . Journalists <strong>in</strong> <strong>the</strong> public media c<strong>on</strong>firm <strong>the</strong><br />

existence <strong>of</strong> a list <strong>of</strong> prohibited people 62 , as well as a prior agreement with powerful<br />

statesmen regard<strong>in</strong>g who should be guests <strong>in</strong> talk-shows broadcast by <strong>the</strong>se<br />

channels 63 .<br />

Such directives appear more <strong>in</strong> <strong>the</strong> <strong>Arab</strong> <strong>Morocco</strong> News Agency, where journalists<br />

report <strong>the</strong> presence <strong>of</strong> <strong>in</strong>ternal evidence <strong>of</strong> certa<strong>in</strong> directives c<strong>on</strong>cern<strong>in</strong>g <strong>the</strong> material<br />

produced <strong>in</strong>side <strong>the</strong> agency. Am<strong>on</strong>g <strong>the</strong> facts that most <strong>in</strong>dicate that <strong>the</strong> said agency is<br />

subject to directives c<strong>on</strong>cern<strong>in</strong>g its bus<strong>in</strong>ess was what happened at <strong>the</strong> end <strong>of</strong> 2005<br />

when <strong>the</strong> agency's adm<strong>in</strong>istrati<strong>on</strong> broadcast a statement attributed to a French pers<strong>on</strong><br />

named Francois Clairie, who as <strong>the</strong> private physician <strong>of</strong> K<strong>in</strong>g Mohammed V<br />

(gr<strong>and</strong>fa<strong>the</strong>r <strong>of</strong> <strong>the</strong> current K<strong>in</strong>g), <strong>in</strong> which he denied that he gave statements to <strong>the</strong><br />

weekly "al-Ayyam" <strong>on</strong> <strong>the</strong> "Life <strong>of</strong> Women" under <strong>the</strong> rule <strong>of</strong> <strong>the</strong> menti<strong>on</strong>ed k<strong>in</strong>g.<br />

However, a ph<strong>on</strong>e call between ano<strong>the</strong>r Moroccan weekly 64 <strong>and</strong> <strong>the</strong> menti<strong>on</strong>ed<br />

physician revealed that <strong>the</strong> said doctor clung to every word <strong>of</strong> <strong>the</strong> <strong>in</strong>terview that was<br />

published by "al-Ayyam" <strong>and</strong> led to legal acti<strong>on</strong> aga<strong>in</strong>st <strong>the</strong> latter. The agency did not<br />

apologize <strong>for</strong> what it published or at least clarify what happened.<br />

1-3-2 Self-Censorship<br />

Faced with <strong>the</strong> c<strong>on</strong>stra<strong>in</strong>s that <strong>the</strong> oppositi<strong>on</strong> media <strong>and</strong> <strong>the</strong> <strong>in</strong>dependent media<br />

rema<strong>in</strong>ed subject to <strong>in</strong> <strong>the</strong> previous periods, <strong>and</strong> to avoid <strong>the</strong> c<strong>on</strong>trol that <strong>the</strong><br />

authorities were exercis<strong>in</strong>g <strong>in</strong> this regard, self-censorship prevailed am<strong>on</strong>g journalists<br />

<strong>and</strong> <strong>in</strong> media <strong>in</strong>stituti<strong>on</strong>s alike. The Press usually avoided direct criticism <strong>of</strong> anyth<strong>in</strong>g<br />

related to <strong>the</strong> m<strong>on</strong>archy <strong>and</strong> its activities, preferr<strong>in</strong>g <strong>in</strong>stead <strong>the</strong> language <strong>of</strong> signs <strong>and</strong><br />

address<strong>in</strong>g criticism through <strong>the</strong> M<strong>in</strong>ister <strong>of</strong> Interior, who rema<strong>in</strong>ed <strong>the</strong> channel <strong>of</strong><br />

direct c<strong>on</strong>tact with <strong>the</strong> K<strong>in</strong>g <strong>in</strong> <strong>the</strong> Moroccan political life.<br />

If certa<strong>in</strong> media <strong>in</strong>stituti<strong>on</strong>s, especially <strong>in</strong>dependent newspapers, went far <strong>in</strong> cancel<strong>in</strong>g<br />

such type <strong>of</strong> censorship, this does not mean <strong>the</strong> total disappearance <strong>the</strong>re<strong>of</strong>. The<br />

Public media, <strong>of</strong> all <strong>for</strong>ms, still subject <strong>the</strong>mselves to terms <strong>of</strong> reference that specify<br />

people <strong>and</strong> topics that should not be covered by reports or discussed. One cannot<br />

imag<strong>in</strong>e that <strong>in</strong> this type <strong>of</strong> media <strong>the</strong>re could be material that criticizes any<br />

governmental <strong>of</strong>ficial. Nor can it be perceived that <strong>the</strong>re could be anyth<strong>in</strong>g broadcast<br />

which carries critical assessment <strong>of</strong> <strong>the</strong> K<strong>in</strong>g's or government's work. Even when <strong>the</strong><br />

adm<strong>in</strong>istrati<strong>on</strong> <strong>of</strong> <strong>the</strong> city, <strong>and</strong> was c<strong>on</strong>sidered am<strong>on</strong>g <strong>the</strong> K<strong>in</strong>g's friends dur<strong>in</strong>g school days. Be<strong>for</strong>e<br />

that, he was <strong>the</strong> K<strong>in</strong>g's <strong>of</strong>ficial spokesman.<br />

61 It is sufficient to menti<strong>on</strong> <strong>in</strong> this regard <strong>the</strong> case <strong>of</strong> journalist Ahmed Bouz, <strong>the</strong> editorial secretary <strong>of</strong><br />

"a -Saheefa" newspaper who was prohibited from tak<strong>in</strong>g part <strong>in</strong> <strong>the</strong> programs <strong>of</strong> Channel 2 <strong>on</strong> two<br />

occasi<strong>on</strong>s. The first <strong>in</strong> 2002 when he was <strong>in</strong>vited to take part <strong>in</strong> <strong>the</strong> program "<strong>the</strong> Press has an op<strong>in</strong>i<strong>on</strong>".<br />

The sec<strong>on</strong>d was <strong>in</strong> 2006, when he was <strong>in</strong>vited to participate <strong>in</strong> <strong>the</strong> program "Live With You". Every<br />

time he was told that <strong>the</strong> news director <strong>in</strong> this channel objected to his attendance,<br />

62 For example, <strong>the</strong>re are popular figures <strong>in</strong> <strong>the</strong> media or <strong>in</strong> <strong>the</strong> legal or political circles who never took<br />

part <strong>in</strong> <strong>the</strong> programs <strong>of</strong> public media channels, such as Abu Bakr al-Jamei, director <strong>of</strong> "Le Journal", Ali<br />

al-Murabit, director <strong>of</strong> <strong>the</strong> suspended "Dema<strong>in</strong>", Mohammed Hafiz, director <strong>of</strong> "al-Saheefa", Ahmed<br />

Rida B<strong>in</strong> Shamsi, dorector <strong>of</strong> "Tel Qu'il" magaz<strong>in</strong>e, Abdel-Hamid Am<strong>in</strong>, president <strong>of</strong> <strong>the</strong> Moroccan<br />

Human Rights Associati<strong>on</strong>, Mohammed Sasi, secretary-general <strong>of</strong> <strong>the</strong> Unified Socialist Party, Ahmed<br />

B<strong>in</strong>jaloun <strong>and</strong> Abdel-Rahman B<strong>in</strong> Amro, secretary-general <strong>and</strong> deputy secretary-general <strong>of</strong> "taleea'"<br />

Party respectively, as well as <strong>the</strong> artist Ahmed al-Sannousi who was <strong>for</strong>bidden to appear <strong>in</strong> <strong>the</strong> public<br />

media s<strong>in</strong>ce 1986.<br />

63 The most obvious case is related to <strong>the</strong> program "Dialogue" broadcast by Channel 1.<br />

64 Magaz<strong>in</strong>e "al-Saheefa" <strong>in</strong>terviewed <strong>the</strong> menti<strong>on</strong>ed doctor <strong>on</strong> December 12, 2005.
