There are many different <strong>in</strong>terpretati<strong>on</strong>s <strong>on</strong> <strong>the</strong> decl<strong>in</strong>e <strong>of</strong> <strong>the</strong> press coverage <strong>in</strong><br />

<strong>Morocco</strong>. Some attribute such decl<strong>in</strong>e to cultural factors relat<strong>in</strong>g to <strong>the</strong> fact that<br />

Moroccan citizens are read<strong>in</strong>g less <strong>in</strong> general. O<strong>the</strong>rs attribute it to <strong>the</strong> similarity<br />

between <strong>the</strong> c<strong>on</strong>tents <strong>of</strong> newspapers which <strong>of</strong>ten have similar covers to <strong>the</strong> extent <strong>of</strong><br />

be<strong>in</strong>g identical some times. O<strong>the</strong>rs menti<strong>on</strong> <strong>the</strong> dom<strong>in</strong>ance <strong>of</strong> <strong>the</strong> journalism <strong>of</strong><br />

commentaries <strong>and</strong> <strong>the</strong> c<strong>on</strong>t<strong>in</strong>uity <strong>of</strong> <strong>the</strong> tough journalism press (partisan newspapers)<br />

<strong>in</strong> <strong>the</strong> <strong>in</strong>dependent press at <strong>the</strong> expense <strong>of</strong> <strong>the</strong> <strong>in</strong>vestigative journalism. O<strong>the</strong>rs<br />

attribute it to <strong>the</strong> widespread <strong>of</strong> images broadcast <strong>on</strong> TV <strong>and</strong> <strong>the</strong> role <strong>of</strong> electr<strong>on</strong>ic<br />

media today. Ano<strong>the</strong>r op<strong>in</strong>i<strong>on</strong> that l<strong>in</strong>ks this matter to ec<strong>on</strong>omic c<strong>on</strong>siderati<strong>on</strong>s,<br />

namely <strong>the</strong> weak purchase power <strong>of</strong> <strong>the</strong> Moroccan citizen 108 aga<strong>in</strong>st <strong>the</strong> high cost <strong>of</strong><br />

purchase <strong>of</strong> newspapers 109 .<br />

Although electr<strong>on</strong>ic media has started pav<strong>in</strong>g its way to many Moroccan homes, with<br />

190,000 Moroccan families hav<strong>in</strong>g access <strong>the</strong>reto ow<strong>in</strong>g to <strong>the</strong> successive discounts <strong>in</strong><br />

subscripti<strong>on</strong> fees 110 , as well as <strong>the</strong> spread <strong>of</strong> <strong>in</strong>ternet cafes <strong>in</strong> different Moroccan<br />

cities, reliance <strong>on</strong> this type <strong>of</strong> media is, however, still below level. This is <strong>in</strong>dicated by<br />

<strong>the</strong> limited number <strong>of</strong> users <strong>of</strong> this type <strong>of</strong> media, <strong>and</strong> ma<strong>in</strong>ly by <strong>the</strong> quality <strong>of</strong> this use<br />

which is <strong>of</strong>ten <strong>for</strong> enterta<strong>in</strong>ment purposes.<br />

All Moroccan newspapers, with no excepti<strong>on</strong>, have <strong>in</strong>ternet services. Some also have<br />

<strong>the</strong>ir own websites, particularly <strong>the</strong> French-speak<strong>in</strong>g newspapers. The names <strong>of</strong> a<br />

number <strong>of</strong> electr<strong>on</strong>ic newspapers are be<strong>in</strong>g circulated <strong>in</strong> media 111 . Some associati<strong>on</strong>s<br />

<strong>and</strong> m<strong>in</strong>istries, except <strong>for</strong> <strong>the</strong> M<strong>in</strong>istry <strong>of</strong> Interior, have websites. And all political<br />

parties have <strong>the</strong>ir websites, except <strong>for</strong> some 112 . "Most <strong>of</strong> <strong>the</strong> said websites lack <strong>the</strong><br />

<strong>in</strong>teracti<strong>on</strong> dimensi<strong>on</strong> (<strong>for</strong>ums), or <strong>the</strong> language <strong>the</strong>y use is not <strong>the</strong> language <strong>of</strong> all<br />

Moroccans, or are poorly designed <strong>and</strong> suffer from <strong>the</strong> absence <strong>of</strong> optical identity<br />

unit." 113<br />

3- Competence<br />

Competence is <strong>on</strong>e <strong>of</strong> <strong>the</strong> basic pillars <strong>in</strong> developed journalism. Competence relies<br />

more <strong>on</strong> <strong>the</strong> element <strong>of</strong> pr<strong>of</strong>iciency which means "complete tra<strong>in</strong><strong>in</strong>g <strong>in</strong> <strong>the</strong> techniques<br />

<strong>of</strong> journalism <strong>and</strong> c<strong>on</strong>t<strong>in</strong>uous updat<strong>in</strong>g, total awareness <strong>of</strong> <strong>the</strong> community<br />

resp<strong>on</strong>sibility <strong>of</strong> <strong>the</strong> media <strong>in</strong>stituti<strong>on</strong> <strong>and</strong> <strong>the</strong> journalist." Today, this element is <strong>the</strong><br />

subject <strong>of</strong> debate <strong>in</strong> <strong>the</strong> media. The c<strong>on</strong>t<strong>in</strong>u<strong>in</strong>g dom<strong>in</strong>ance <strong>of</strong> journalists who did not<br />

graduate from journalism schools, <strong>the</strong> weak curricula <strong>in</strong> certa<strong>in</strong> <strong>in</strong>stitutes, <strong>the</strong> spread<br />

<strong>of</strong> <strong>the</strong> phenomena <strong>of</strong> hobby <strong>and</strong> "seas<strong>on</strong>al work” <strong>in</strong> journalism, <strong>the</strong> limited keep<strong>in</strong>g up<br />

to date with <strong>the</strong> technical media developments by some <strong>in</strong>stituti<strong>on</strong>s, as well as <strong>the</strong><br />

lack <strong>of</strong> clear <strong>and</strong> objective st<strong>and</strong>ards <strong>for</strong> access to <strong>the</strong> world <strong>of</strong> journalism <strong>and</strong> <strong>the</strong><br />

very few opportunities available to undergo specialized tra<strong>in</strong><strong>in</strong>g are all elements that<br />

give more legitimacy to <strong>the</strong> debate <strong>on</strong> this topic.<br />
