channels, radio stati<strong>on</strong>s <strong>and</strong> newspapers. As <strong>for</strong> <strong>the</strong> private sector, it is str<strong>on</strong>gly<br />
present <strong>in</strong> <strong>the</strong> press. In additi<strong>on</strong> to <strong>the</strong>se two sectors, political parties <strong>and</strong> pr<strong>of</strong>essi<strong>on</strong>al<br />
uni<strong>on</strong>s, as well as some associati<strong>on</strong>s have <strong>the</strong>ir own newspapers. This sector is<br />
head<strong>in</strong>g towards more pluralism, parallel to <strong>the</strong> com<strong>in</strong>g <strong>of</strong> <strong>the</strong> liberalizati<strong>on</strong> <strong>of</strong> <strong>the</strong><br />
audio-visual sector <strong>in</strong>to <strong>for</strong>ce, as clarified <strong>in</strong> details <strong>in</strong> o<strong>the</strong>r parts <strong>of</strong> this report.<br />
2-2-2 Pluralistic <strong>Media</strong><br />
Moroccan journalism is known as be<strong>in</strong>g more participatory <strong>and</strong> less <strong>in</strong>vestigative.<br />
This issue is c<strong>on</strong>sidered as <strong>the</strong> remnants <strong>of</strong> <strong>the</strong> struggl<strong>in</strong>g Moroccan press at present.<br />
However, this does not mean that <strong>the</strong>re is no diverse journalism that <strong>in</strong>cludes different<br />
known types <strong>of</strong> journalism.<br />
If <strong>the</strong> marg<strong>in</strong> <strong>of</strong> freedom left to a journalist <strong>in</strong> <strong>the</strong> public media <strong>and</strong> his weak tra<strong>in</strong><strong>in</strong>g<br />
did not help guarantee <strong>the</strong> existence <strong>of</strong> all <strong>of</strong> <strong>the</strong>se types, some public media channels<br />
have, <strong>on</strong> <strong>the</strong> o<strong>the</strong>r h<strong>and</strong>, developed <strong>the</strong>ir bus<strong>in</strong>ess <strong>in</strong> this regard. In Channel 2, <strong>in</strong><br />
particular, important stories are covered, sometimes with complete pr<strong>of</strong>essi<strong>on</strong>alism. In<br />
this regard, it is sufficient to menti<strong>on</strong> <strong>the</strong> work carried out by "al-Zawiya al-Kubra" or<br />
"Tahqeeq" or "Moukhtafoun" programs… As <strong>for</strong> <strong>the</strong> press, significant steps have been<br />
made.<br />
Pluralism <strong>in</strong> <strong>the</strong> Moroccan media exists through openness to different op<strong>in</strong>i<strong>on</strong>s.<br />
However, this is d<strong>on</strong>e with a less degree <strong>in</strong> <strong>the</strong> public media. As previously<br />
menti<strong>on</strong>ed, some op<strong>in</strong>i<strong>on</strong>s rema<strong>in</strong> repressed, especially those adopt<strong>in</strong>g choices that<br />
oppose <strong>of</strong>ficial directives. Specified pers<strong>on</strong>s were affected by <strong>the</strong> sword <strong>of</strong><br />
unannounced ban. The Moroccan radio stati<strong>on</strong>, compared to o<strong>the</strong>r public media,<br />
oversteps objecti<strong>on</strong>s aga<strong>in</strong>st certa<strong>in</strong> op<strong>in</strong>i<strong>on</strong>s <strong>and</strong> certa<strong>in</strong> <strong>in</strong>dividuals. It is unknown if<br />
this is due to <strong>the</strong> limited impact <strong>of</strong> radio <strong>on</strong> <strong>the</strong> adaptati<strong>on</strong> <strong>of</strong> <strong>the</strong> public op<strong>in</strong>i<strong>on</strong>, <strong>in</strong><br />
comparis<strong>on</strong> with <strong>the</strong> impact <strong>of</strong> TV, or <strong>for</strong> o<strong>the</strong>r reas<strong>on</strong>s.<br />
As a result <strong>of</strong> <strong>the</strong> discussi<strong>on</strong> that this topic triggered <strong>in</strong> <strong>the</strong> Moroccan media, <strong>the</strong><br />
electoral law imposed <strong>the</strong> respect <strong>of</strong> <strong>the</strong> diversity <strong>of</strong> op<strong>in</strong>i<strong>on</strong> dur<strong>in</strong>g electi<strong>on</strong>s,<br />
allocat<strong>in</strong>g specific times <strong>for</strong> <strong>the</strong> <strong>in</strong>terventi<strong>on</strong> <strong>of</strong> political parties to promote <strong>the</strong>ir<br />
electoral programs <strong>and</strong> <strong>the</strong>ir c<strong>and</strong>idates. However, <strong>on</strong> this level too, <strong>the</strong> law fell short<br />
<strong>of</strong> guarantee<strong>in</strong>g all op<strong>in</strong>i<strong>on</strong>s, as <strong>the</strong> parties boycott<strong>in</strong>g electi<strong>on</strong>s were denied this right.<br />
Openness to different op<strong>in</strong>i<strong>on</strong>s was re<strong>in</strong><strong>for</strong>ced by <strong>the</strong> decree that established <strong>the</strong><br />
Supreme Audio-Visual Commissi<strong>on</strong> vested <strong>in</strong> <strong>the</strong> commissi<strong>on</strong> <strong>the</strong> power to m<strong>on</strong>itor<br />
<strong>the</strong> abidance by diversity <strong>in</strong> speech <strong>for</strong> <strong>in</strong>tellectual <strong>and</strong> op<strong>in</strong>i<strong>on</strong> movements, especially<br />
when it has to do with <strong>the</strong> political media, whe<strong>the</strong>r by <strong>the</strong> private sector or <strong>the</strong> public<br />
sector <strong>for</strong> <strong>the</strong> audio-visual communicati<strong>on</strong>" (Article 3).<br />
The menti<strong>on</strong>ed commissi<strong>on</strong> heads towards re<strong>in</strong><strong>for</strong>c<strong>in</strong>g pluralism through <strong>the</strong> work it<br />
is prepar<strong>in</strong>g at present c<strong>on</strong>cern<strong>in</strong>g <strong>the</strong> criteria to be adopted to guarantee <strong>the</strong><br />
participati<strong>on</strong> <strong>of</strong> political parties <strong>in</strong> <strong>the</strong> programs <strong>of</strong> <strong>the</strong> public media <strong>on</strong> ord<strong>in</strong>ary<br />
occasi<strong>on</strong>s.<br />
The pluralism <strong>of</strong> op<strong>in</strong>i<strong>on</strong> is heavily present <strong>in</strong> <strong>the</strong> written press which is fully owned<br />
by <strong>the</strong> private sector. With <strong>the</strong> excepti<strong>on</strong> <strong>of</strong> very few newspapers where <strong>the</strong> editorial<br />
l<strong>in</strong>e specifies some <strong>of</strong> <strong>the</strong> op<strong>in</strong>i<strong>on</strong>s that should not be adopted 102 , <strong>the</strong> rema<strong>in</strong><strong>in</strong>g<br />
newspapers, <strong>in</strong> general, <strong>in</strong>clude all op<strong>in</strong>i<strong>on</strong>s, political <strong>and</strong> <strong>in</strong>tellectual speeches <strong>in</strong><br />
<strong>Morocco</strong>.<br />

organizati<strong>on</strong>s.
