Chikungunya virus has caused numerous large outbreaks in India. Suspected blood
samples from the epidemic were collected and characterized for the identification of the
responsible causative from Rayalaseema region of Andhra Pradesh. The current epidemic
was caused by the Central African genotype of CHIKV, grouped in Central Africa cluster in
phylogenetic trees generated based on nucleotide and amino acid sequences.

On 9 December 1948 the United Nations General Assembly adopted the ‘Convention on
the Prevention and Punishment of the Crime of Genocide’. The celebration of this milestone
in international law 60 years later coincided with the decision by the Chief Prosecutor
at the International Criminal Court (ICC) to charge the Sudanese president Omar Hassan
al-Bashir with war crimes, crimes against humanities and most notably genocide. In his
application for a warrant of arrest for al-Bashir, Luis Moren-Ocampo made clear that the
Sudanese leader has to be identified as the ‘mastermind’ behind the killings in Darfur.

The research question here is to identify leadership approaches based on a literature
analysis and synthesis that show the most logical and analytical validity in dealing with the
complex adaptive problems faced by public leaders. The methodology relates to leadership
theory analysis and leadership building. Public leaders are continuously confronted with
challenges. To deal with these, they need to conceptualise the context and determine trends
and challenges. Thereafter public leaders have to select and apply leadership strategies and
competencies to deal with these challenges in an effective and legitimate way.

President Thabo Mbeki’s resignation in September 2008 six months before the expected
end of his term was triggered by the recall issued by the ANC National Executive Committee.
It is highly unlikely that any major changes in foreign policy will be made by the
caretaker government of President Kgalema Motlanthe before the 2009 elections.
However, the significant changes in the domestic political environment signal the start of a
new era in South Africa’s transformation—what might be called the ‘post post-apartheid
