<strong>Brazil</strong> – Ministry of External Relations<br />
on the appropriate conditions for shipping, transporting, unloading and s<strong>to</strong>ring so as<br />
<strong>to</strong> ensure the maintenance of the integrity of the goods and, consequently, their<br />
quality, safety and efficacy.<br />
From the moment of registration of the import licensing, SISCOMEX provides<br />
information on the status of non-au<strong>to</strong>matic licensing of the goods being imported<br />
and on the need for concession by ANVISA.<br />
Any application for a service by ANVISA, including the sanitary inspection of imported<br />
goods, must be performed by means of an “electronic application.” Prior <strong>to</strong> the<br />
application, the importing company must register at ANVISA’s website: https://<br />
www.anvisa.gov.br/peticionamen<strong>to</strong>/sat/global/sistemas.asp. The SISCOMEX import<br />
application is also available at this same webpage.<br />
III.4.4.3. Ministry of Agriculture, Lives<strong>to</strong>ck and Food Supply (MAPA)<br />
MAPA (Ministério da Agricultura, Pecuária e Abastecimen<strong>to</strong>) is the agency responsible<br />
for inspecting and controlling the international transit of agricultural goods and supplies<br />
in airports, ports, border posts and special cus<strong>to</strong>ms, with a view <strong>to</strong> inhibiting the entry<br />
of pests and diseases that may pose a threat <strong>to</strong> the health of national plants and herds;<br />
for ensuring that incoming products of animal or vegetable origin, as well as agricultural<br />
and ranching supplies are in conformity with the established standards; and for issueing<br />
phy<strong>to</strong>zoosanitary and sanitary certification <strong>to</strong> products that are exported.<br />
The Decree no. 5,741, dated 30 April 2006, determines that agricultural and ranching<br />
surveillance activities for animals, plants, supplies (including animal food), animal and<br />
plant products, as well as cardboard and wooden packaging which are imported in<br />
cus<strong>to</strong>ms transit and exported by <strong>Brazil</strong> are under the exclusive responsibility of MAPA.<br />
Authorizations <strong>to</strong> import animals, plants, their products, by-products and parts, residues<br />
of economic value and farm supplies have <strong>to</strong> be previously requested from the<br />
competent technical sec<strong>to</strong>rs of the Agricultural and Ranching Surveillance Secretariat<br />
(SDA) of MAPA - or from the Federal Superintendence of Agriculture in the jurisdiction of<br />
the interested party in compliance with the norms of registration in Siscomex.<br />
Supervision and inspection will be conducted when the goods arrive, and it is up <strong>to</strong><br />
the Agricultural and Ranching Surveillance Services (SVA) and the Units of Agricultural<br />
and Ranching Surveillance (UVAGROs), located in airports, ports, border posts and<br />
special cus<strong>to</strong>ms, <strong>to</strong> perform the agricultural and ranching surveillance activities, such<br />
as conducting tests in animals, animal and plant products and by-products, in animal<br />
and plant genetic material, in animal feeding products, in veterinary products,<br />
pesticides, their components and the like, fertilizers, as well as bedding, boxes, and<br />
wooden packaging and s<strong>to</strong>ring material.<br />
Published in November 2006, Normative Instruction no. 36, which approves the new<br />
Manual for Operational Procedures in International Agricultural Surveillance, aims <strong>to</strong><br />
discipline, guide and explain the principles determined by the existing law and <strong>to</strong><br />
standardize the actions carried out by the Federal Agricultural and Ranching<br />
Supervisors in the inspection and supervision of products under the responsibility of<br />
