Germany and a forwarding address in Turkey is not terribly uncommon.<br />

That said, a German-Turkish businessman would presumably have<br />

a Turkish name, not a Portuguese one. And there are six German citizens<br />

and resident aliens named Federico Soares; four are under 16, one<br />

is 75, and the one of appropriate age is a product-development specialist<br />

for BMW and has not left Stuttgart in nine months.<br />

In the six weeks preceding the conference, three men named Federico<br />

Soares entered Britain. Two departed within three weeks, and the one<br />

remaining FS has been hiking in the Pennines for ten days, on an<br />

organised tour and always in the company of trail guides and fellow<br />

hikers. In the three days since the conference, nobody named Federico<br />

Soares has left Britain. This means that either he is still in the country<br />

under a different name (in which case my department will find him) or<br />

he registered under an assumed name, in which case, sadly, we have<br />

very little hope of catching him.<br />

Convincing foreign police departments to lend their support in a<br />

matter such as this, where someone is connected to a crime only circumstantially<br />

if at all, is particularly difficult.<br />

But our investigation continues. We will be in touch with any new<br />

developments and trust that you will do the same.<br />
