Foreign Applications<br />
Foreign applicants should submit official<br />
transcripts of record, in duplicate, for all college<br />
and university work. Official records are<br />
defined as original documents issued by the<br />
institution which bear the actual-not a<br />
photocopy-signature of the <strong>Registrar</strong> and<br />
the seal of the issuing institution. Applicants<br />
should not send the original of an academic<br />
record which cannot be replaced, but should<br />
obtain a property certified copy instead. College<br />
and university transcripts must show<br />
subjects studied, examination grades<br />
achieved, and award of degrees. Specific instructions<br />
are given in the information<br />
pamphlet for admission requirements and<br />
required credentials. (For detailed information,<br />

Applicants.)<br />
Information for <strong>Graduate</strong><br />
Foreign Applicants are advised not to come<br />
to <strong>UCLA</strong> until they receive formal notice of<br />
admission from the Director of <strong>Graduate</strong> Admissions.<br />
They are notified by airmail as soon as<br />
a decision has been reached and, if requested<br />
on the application, the 1-20 form necessary to<br />
secure the student visa is enclosed with the<br />
notification of admission. Foreign applicants<br />
who have been accepted are encouraged to<br />
report to <strong>Graduate</strong> Admissions as well as to<br />
the Office of International Students and<br />
Scholars as soon as possible after they arrive<br />
at <strong>UCLA</strong> in order to receive assistance in<br />
completing admission and registration<br />

English as a Second<br />
Language Placement<br />
Examination (ESLPE)<br />
Since English is the language of instruction at<br />
<strong>UCLA</strong> and success in graduate study depends<br />
largely on facility in its use, foreign students<br />
whose first language is not English are<br />
required to take a proficiency examination<br />
before the term in which they are to register.<br />
The achievement in this examination determines<br />
whether they will be required to<br />
include English courses in their program or<br />
will be permitted to carry a full or a moderate<br />
graduate program. If they should be<br />
required to take English courses, they should<br />
anticipate spending a longer period of time at<br />
the University than they normally would<br />
require to complete a degree program.<br />
Admission of an applicant who fails to pass<br />
this examination will be deferred until the<br />
applicant has acquired the necessary proficiency<br />
in the use of English.<br />
Foreign students who hold a bachelor's or<br />
higher degree from a university located in<br />
the United States or in another country in<br />
which English is the spoken tongue and the<br />
medium of instruction, or who have completed<br />
at least two years of full-time study at<br />
such an institution, are not required to take<br />
the <strong>UCLA</strong> English Examination.<br />
As a preliminary screening test, nonetheless,<br />
foreign applicants are urged to take the Test<br />
of English as a Foreign Language (TOEFL),<br />
administered by the Educational Testing<br />
Service in some ninety-five foreign centers.<br />
Applications for the TOEFL Examination<br />
may be obtained from the Educational Testing<br />
Service, Box 995, Princeton, New Jersey<br />
08540. It is a useful and important way of<br />
helping students determine whether they are<br />
well enough prepared to undertake graduate<br />
study conducted in English before they make<br />
extensive plans for graduate study in the<br />
U.S.A. The TOEFL, however, may not substitute<br />
for the required examination in English, which<br />
must be taken at <strong>UCLA</strong> on arrival.<br />
Even though the TOEFL examination is not a<br />
general University requirement, some<br />
departments request it and will not make a<br />
recommendation unless the test result is submitted.<br />

Application Review and<br />
Notice of Admission<br />
<strong>Graduate</strong> Admissions screens all applicants<br />
to determine whether or not they meet<br />
University minimum requirements for graduate<br />
status. Ordinarily, only the applications<br />
of those students who have fulfilled at<br />
least the minimum requirements are then<br />
referred to the department. There they are<br />
subjected to a more specific and intensive<br />
review. Although, at this stage, departments<br />
may choose to make contact with applicants,<br />
<strong>Graduate</strong> Admissions alone is empowered to<br />
make the formal offer of admission, taking<br />
the departmental recommendation into full<br />
consideration. Thus, the official admission letter<br />
is issued by the Director of <strong>Graduate</strong> Admissions.<br />
To applicants offered admission, <strong>Graduate</strong><br />
Admissions sends with the formal notification<br />
instructions<br />
procedures.<br />
on required registration<br />
Applicants who are offered admission with<br />
work in progress are reminded that their<br />
admission is contingent upon receipt of evidence<br />
of satisfactory completion of this work,<br />
plus statement of award of degrees and all<br />
other required materials upon which admission<br />
is contingent. The applicant should also<br />
be aware of any conditions placed on his/her<br />
admission as given in the admission letter or<br />
as received from the department.<br />
Duplication of Degrees<br />
The University of California, in general, discourages<br />
the duplication of advanced<br />
degrees . At the same time, it recognizes that a<br />
professional degree does not duplicate an<br />
academic one, and that the holders of an<br />

academic or professional degree may have,,<br />
the pressing need to earn another degree in<br />
an area quite different from that of their first<br />
endeavors.<br />
All applicants for a second academic graduate<br />
degree at the same level as, or at a level lower<br />
than, the graduate degree they already hold,<br />
will be required to show compelling cause<br />
and to file the "Petition to Work for a Second<br />
<strong>Graduate</strong> Degree" for departmental review<br />
and recommendation, and action by the <strong>Graduate</strong><br />
Dean. All applications for a second<br />
academic doctoral degree, following departmental<br />
review, will be referred to the Admissions<br />
Committee of the <strong>Graduate</strong> Council for<br />
recommendation to the <strong>Graduate</strong> Dean.<br />
Applicants for a professional degree<br />
(M.Arch., M.A.T., M.B.A., M.Ed., M.Engr.,<br />
Engr., M.F.A., M.L.S., M.N., M.P.H., D.Env.,<br />
Ed.D., M.S.W., Dr.P.H., D.S.W.) are not<br />
required to complete the petition.<br />
If admitted, such applicants will be held to all<br />
the usual degree requirements and University<br />
regulations pertaining to fees, registration,<br />
examinations, advancement to candidacy,<br />
etc.<br />
Enrollment in Summer<br />
Session Courses<br />
Enrollment of prospective graduate students<br />
in Summer Session courses does not constitute<br />
admission to graduate status in the<br />
University, which is possible only through<br />
application for graduate admission during<br />
the regular academic year. Students who<br />
wish to apply Summer Session courses to<br />
their subsequent graduate programs should<br />
consult in advance with their departmental<br />
graduate advisers concerning this possibility.<br />
This is true also for students readmitted to<br />
graduate status who wish to resume their<br />
study in the Summer Sessions. (See Readmission,<br />
page 18.<br />

The 19<strong>81</strong> Summer Session bulletin will be<br />
available from that office by the first of<br />
March.<br />
Renewal of Application<br />
An offer of admission is valid for a specific<br />
quarter only. Applicants who filed applications<br />
but were not admitted, or who failed to<br />
register in the quarter for which they were<br />
accepted in graduate status, but who wish to<br />
reactivate their applications for a later<br />
quarter, should file a Renewal of Application<br />
form. Such forms are obtained from <strong>Graduate</strong><br />
Admissions, or from the departments,<br />
and should be submitted to <strong>Graduate</strong> Admissions,<br />
<strong>Graduate</strong> Division, 1247 Murphy Hall,<br />
<strong>UCLA</strong>, Los Angeles, California 90024. Filing<br />
dates are the same as those for new applications.<br />
The Renewal of Application should be<br />
accompanied by official transcripts, in duplicate,<br />
of any college or university work com-
