The tradition of this note, through which we bow with content to those
who have succeeded in transferring part of their day-to-day work in the constructive
force of the written word, has sanctioned the consolidation of the national
military institution strategic engagements in the year that is still breathing
in these last days of December. A December that, in the repeatable remembrance
of ’89, puts an end to the first year of European Romania, European, of course,
because it now belongs to the European Union. What was the year 2007 like ?
We dare, assuming the risk determined by the understandings that have not
been collectively validated, to appreciate the year 2007 as one in which the concept
and understanding of the enduring development have been made operational
and developed in the national military matrix. The concept and then, rationally
and methodically, its transforming details have put the system architecture
under the reconsiderations that are necessary for the strategic development.
That is because we have noticed in the coherent discourse of the General Staff
the necessarily assumed responsibility for configuring clearly and explicitly
the Romanian Armed Forces enduring development. Far from being a matter
of role and circumstance, it is the certitude of the implacable challenges of the
future – understood from the perspective of the tutelary responsibilities for
the national development – that we answer challenging, in our turn, inspired
and with loyalty, the present, the one about which, at times, we forget that it lies
in our constructive power and that, eternally and irreversible, the present is the
basis of our desired expectations.
In the context of the relevant responsibility, courage and verticality,
whose significance is sometimes missed by those who have given them,
the Romanian Military Thinking has been intensely, substantially and
predictably connected to the understanding of our fundamental missions
that have been enduringly developed.
It is – essentially, incontestably and unbiased – the merit of those who have
dedicated themselves to the written word, through the hard work, knowledge
and skills that contributed to their intellectual fulfilment.
In the order they have entered the ethical alphabet of our eternal
recognition, they are:
