4 NAVY ENGINEERING BULLETIN SEPTEMBER 2003
WOMT MARK (RICHO)
RICHARDSON
From the Editor’s Desk
Welcome to this, the fifth edition of the Navy Engineering Bulletin and my
second as editor. And they said it wouldn’t last!
I think there’s something for
everyone in this edition. The
contribution rate this time has
been nothing short of
outstanding, exceeding that of all
previous bulletins and
representing a wide variety of
sources from both within Navy
and from outside agencies that
support Navy Engineering. Dr.
Alun Roberts continues the
Reliability Centred Maintenance
theme with an article discussing
the application of RCM to Hull
Structures, Mechanical Systems
and Electronics. The aviation
world is well represented with an
article on Aviation Battle Damage
Repair (a subject which has
rapidly achieved prominence
given the type of operations our
aircraft have recently become
involved in) and a comprehensive
article from the AT Category
Sponsors detailing significant
issues affecting the AT Category.
We continue our humorous /
historical theme with another
excerpt from ‘MOBI’, ex WOETPSM
Sandy Freeleagus’ book of
anecdotes about apprentice
training in the 60’s at HMAS
NIRIMBA.
Our feature article this edition (in
the colour section) presents a
vivid account of the apprehension
of a Foreign Fishing Vessel in the
Southern Ocean by HMAS
CANBERRA. What’s that got to do
with Navy Engineering you might
ask: well when you consider a
large proportion of the boarding
party which apprehended the
‘Volga’ were from HMAS
CANBERRA’s Engineering Branch,
this article graphically portrays
the varied and unusual nature of
the tasks you can find yourself
involved in as an Engineering
Branch Officer or Sailor. It
highlights that what we do is
unique and unlike any other
branch of Engineering, anywhere.
I think you’ll find it a riveting
read.
You’ll also find more information
on many of the changes and
challenges facing Navy
Engineering discussed in the last
edition. ERUS provides further
information on the direction the
changes to MT watchkeeping
roles and practices is taking; this
is complimented by an overview
provided by RELeGEN of their
study into the practical
application of these changes in
FFGs. CMDR Horsnell provides an
update on the Navy Technical
Regulatory System and how it
relates to the delegation of
Engineering Authority; POMTE Jim
Rankine of HMAS CERBERUS
Engineering Faculty looks at the
reasons behind the difficulties
in attracting and retaining
Marine Technical (Electrical)
sailors; and CPOMT Glenn Pope
(HMAS STUART) provides a
tongue-in-cheek view on retention
initiatives that might just be worth
looking at.
The downside of the exemplary
contribution rate we have
experienced in compiling this
edition of the bulletin is that,
unfortunately, we were unable to
fit all the articles we received. As
you will no doubt understand, we
are constrained by printing costs
which limit the size of the
publication we can produce. To
those who contributed for this
edition but didn’t get a guernsey
this time, I offer my sincere
apologies; please don’t let this
dampen your enthusiasm for the
NEB and be assured that you are
definite starters for the March 04
edition.
Enjoy this edition of the
Engineering bulletin and keep up
the high level of support – it’s
what we need to keep producing
an interesting, informative
Bulletin.
Till next time,
Cheers Richo
