3.2 Road Transportation<br />
Strengths<br />
Central Coast:<br />
• Highway 20 is most reliable and cost-effective<br />
form of travel in and out of the Bella Coola<br />
Valley to/from Chilcotin Plateau and Williams Lake<br />
• Only alternative mode to air travel when<br />
weather conditions prevent flying<br />
• Highway 20 is in fairly good condition, with<br />
exception of certain portion of Heckman Pass<br />
• “Lifeline” – Highway 20 is the source of most<br />
supplies into Bella Coola Valley<br />
North Coast:<br />
• Collaborative municipal, First Nation and<br />
Regional District commitment to move forward<br />
with the Tsimshian Access project<br />
• Highway 16 links the Prince Rupert area to<br />
Terrace, Prince George and Vancouver, and<br />
is part of the Yellowhead Highway that<br />
stretches to Winnipeg and terminates in Masset<br />
• Unique and scenic ferry–highway circle route<br />
between Vancouver and Prince Rupert<br />
• Highway 16 is in good condition<br />
• Attractive scenic drive between Prince Rupert<br />
and Terrace<br />
• Scheduled bus service between to Terrace,<br />
Prince George and Vancouver<br />
Kitimat:<br />
• Highway 37 paved and reliable<br />
• Kitimat & Kitamaat Village linked by paved road<br />
• Public bus system operates between Kitimat<br />
and Terrace<br />
• Most on-reserve roads paved or maintained gravel<br />
• Essential part of provincial highway system –<br />
links Northern Interior via Highway 16 and 20<br />
to ocean<br />
• Independent strong communities well<br />
prepared for road closures<br />

Central Coast:<br />
• Reliability of Highway 20 affected by bad<br />
weather and flooding, heavy snow in winter,<br />
particularly at Heckman pass<br />
• Weight restrictions during spring break<br />
• No public bus service out of Bella Coola<br />
Valley – creates social & environmental costs<br />
• Highway 20 has no sidewalk or shoulder<br />
between Reserve #4 and Bella Colla, but is a<br />
popular pedestrian route – safety problems<br />
• Little coordination between BC Ferries and<br />
tourism operators to retain disembarking<br />
visitors in Bella Coola<br />
North Coast:<br />
• Port needs control of road access to Ridley<br />
Island for security and development reasons<br />
• First Nation communities of Lax Kw’alaams<br />
and Metlakatla that are near Prince Rupert are<br />
not connected by efficient road/ferry service<br />
• Increased port activity has led to perceptions<br />
amongst some Prince Rupert residents that<br />
port truck traffic is too noisy and a safety<br />
hazard<br />
Kitimat:<br />
• Some delays in winter due to accidents<br />
• Weight restrictions during spring break<br />
