There is a longstanding system of community-based ferry advisory committees<br />

(FAC) in the province and there is a Northern Ferry Advisory Committee. It<br />

meets one to two times per year and the minutes are posted on the BC Ferries’<br />

web site. However the meetings are staged in private and although<br />

knowledgeable persons with deep community roots are appointed to the<br />

committees, these appointments are made by BC Ferries and not by community<br />

entities. They do not have independent budgets or staff help, and appear to<br />

have limited control over the meeting agenda and follow-up by BC Ferries on<br />

recommendations.<br />

There is a BC Ferries Commissioner that has a role in monitoring BC Ferries<br />

adherence to its contract with the BC Government and the average level of<br />

ferry fares. It has a decision making role when BC Ferries proposes to<br />

discontinue a route but has no role in deciding if a new route should be<br />

supported as either an unregulated or regulated route.<br />

The following graphic illustrates avenues for public input about BC Ferries. The<br />

graphic shows the complexity of influencing the various aspects of ferry service<br />

delivery in the province but it also minimizes the role of the BC Government as<br />

BC Ferries negotiates its service plans and service fees with its owner, the BC<br />

Government.<br />
