City Development Plan for Allahabad Final Report<br />

ADA is actively involved in the development of residential colonies and also provides the<br />

infrastructure in these colonies as well as environmental services like construction of<br />

parks etc. The functions of the ADA include –<br />

Preparation of Master Plan and Zonal Development Plans for the city;<br />

Maintenance and improvement façade of certain buildings and abutting arterial<br />

roads;<br />

Acquisition, disposal and development of land;<br />

Construction of Housing (units/ colonies) to meet the housing demand of the<br />

growing population;<br />

Provision of infrastructure facilities (roads, sewers, water supply) as per the<br />

population needs; and<br />

Provision of bus stands outside the dense city pockets for proper transport<br />

infrastructure.<br />

The ADA does not have a separate cell for handling complaints. All complaints have to<br />

be addressed to either the Joint Secretary or Secretary. Most of the complaints that ADA<br />

receives pertain to roads, water supply, street light maintenance etc. The ADA maintains<br />

an Asset Register and follows a system of double entry accounting.<br />

Jal Sansthan is responsible for O&M of water supply and sewerage systems installed and<br />

transferred to it by JN and other state level organisations like DUDA, ADA etc. Although<br />

the JS is legally a part of the MCA since 2002, in practice, the two organisations (MCA<br />

and JS) still operate independently and are technically separate entities. JS maintains<br />

independent accounts and has a separate revenue collection unit.<br />
