The Board of Directors at JN comprises of the Chairman (JN), Managing Director (JN),<br />

Finance Director (JN) as the permanent members. The nominated members on the board<br />

include the State Principal Secretary for Urban Development, State Principal Secretary<br />

for Planning, State Principal Secretary for Finance, State Principal Secretary for Rural<br />

Development, Director (Health and Medical) and Director (Local bodies). Other invitees<br />

are the Principal Secretary Public Enterprises Bureau and Secretary Water supply<br />

(Uttaranchal Government). The organisation structure of JN is given in Figure 37.<br />

Current functioning of the JN displays a ‘reactive’ approach rather than a ‘preventive’<br />

one. The JN has a Human Resource Development Cell that is in charge of specific public<br />

participation programmes. They conduct programmes for creating awareness regarding<br />

water conservation etc. and also conduct training programmes for capacity building of JN<br />

staff to undertake community participation related activities in their programmes. There<br />

is no separate complaint cell at JN. The Executive Engineer receives the complaints and<br />

forwards it to the respective department.<br />

Allahabad has a divisional office of the State TCPD. This office is responsible for the<br />

provision of various services in the city and is headed by the Commissioner. ADA and<br />

TCPD perform similar functions and the commissioner decides as to which of these<br />

department shall take up an assigned task. The Chief Town & Country Planner is the<br />

technical head next to the Commissioner. Figure 38 explains the organisational set-up in<br />

detail.<br />

The State PWD is primarily responsible for construction and maintenance of roads, state<br />

government institutions and state government housing in the city. The CPWD is<br />

responsible for the construction and maintenance of only central government buildings<br />

and institutions.<br />
