3.5 Population<br />

Projections<br />

On all these occasions the city government makes special provisions because<br />

millions of devotees throng the city. The last Purna Kumbh mela organised in<br />

2001 attracted 10.5 million devotees to the city (Table 9).<br />

The next Ardh Kumbh mela is to be held in January 2007 for which the city’s<br />

administration needs be prepared. For the management of mela, a committee as<br />

follows, has been constituted:<br />

The Chairman, Allahabad Development Authority (ADA) or a<br />

nominated officer<br />

District Magistrate (DM), Allahabad or a nominated officer;<br />

Secretary, ADA;<br />

Joint Director, Town and Country Planning Department (TCPD),<br />

Allahabad;<br />

Mela Adhikari, Kumbh mela, Alllahabad.<br />

The Mela Adkhari heads a Kumbh mela Cell which coordinates all activities by<br />

various departments for the mela.<br />

Population projection is important and a basic requirement for foreseeing and<br />

provisioning the requirement of basic services to the people. It is also required<br />

to plan the service delivery and revenue realization from the users in a city<br />

which is a direct function of population and its growth. The city of Allahabad<br />

has a uniquely different growth character, complemented by the movement of<br />

people from surrounding areas for education and occupational reasons, tourist<br />

traffic as a result of its heritage and religious value, and special events of<br />

spiritual importance of River Ganga and the confluence of Ganga, Yamuna<br />

and the invisible Saraswati. The OG and urban villages make the situation<br />

complex by falling back on city infrastructure to cater to their demand as well.<br />

The base data for population projection is the CoI data which provides the<br />

numeric basis for benchmarking the actual population and its decadal growth<br />

for the past decades. Considering the growth rates as have been estimated by<br />

the Master Plan 2021, the projected population of the city shall be 1637296<br />

for the year 2011 and 2043735 for 2021. Based on these two projected figures,<br />

the average annual compound growth rate has been calculated by taking the<br />

n th root of the total percentage growth rate where n is the number of years in<br />

the period being considered. This can be written as –<br />
