The funding share of of ULBs in the city has to be decided on the basis of functions<br />

performed by the respective agency, e.g. JS for all water supply and sewerage related<br />

works. Projects relating to roads and transportation are decided on the basis of<br />

jurisdiction of the ULB (MCA/ ADA) where these would fall (Tables 96-97). Table<br />

98 indicates fund requirement for priority projects split into (i) first 2 years, and (ii)<br />

rest 4 years of phase 1.<br />

From the total share required from ULB/ parastatal agencies the share of MCA, JS,<br />

ADA and other parastatals will be as follows :-<br />

Based on expected distribution of funds its drawn that MCA is mainly<br />

responsible for Urban renewal components of the city development alongwith<br />

the ADA. MCA is responsible for storm water drainage, solid waste<br />

management with PPP.<br />

For the total sewerage and Drainage works in the City MCA and JS and JICA<br />

are agencies for execution of the project. Since partly sewerage is funded by<br />

the external aid and that can be managed as ULB’s share for sewerage and<br />

drainage work in the city.<br />

Other parastatal like PWD, UPSRTC, Railways, ADA and JS shall be<br />

responsible for the balance project works. Bridge Corporation will be mainly<br />

responsible for construction of roads over bridge, RUBs, flyovers and for<br />

development of multilevel parking sites for the city (Table 99).<br />

On the basis of discussions held with stakeholders, including those at the State and<br />

the officals of the ULB/ parastatal agencies, several projects can be pursued with<br />

public-private participation (PPP). Private investments for the purpose of<br />

infrastructure development in the city shall contribute towards the share of the ULB/<br />

parastatal at the city level.<br />

PPP is a partnership between the public and complementary sector for the purpose of<br />

delivering a project or service which is otherwise traditionally provided by the public<br />

sector (ULB/ parastal body). The response of stakeholders in the City to PPP<br />

initiatives has shown that the MCA can now choose between various cost effective<br />

models involving PPP to upgrade the quality of basic services and other urban<br />

amenities in the City of Allahabad. PPP is a strategic alternative that follows<br />

principles of best sourcing.<br />

Projects identified for coverage through PPP are as under –<br />

Multi-level parking<br />

Solid waste management<br />

Street cleaning/ sweeping<br />

Southern bypass<br />

Bandh road<br />

Heritage buildings (including illumination, and sound and light programs<br />

Maintenance of City parks<br />
