CHAIRMAN’S WELCOME<br />
On behalf <strong>of</strong> the Universal Public Purchasing Certification<br />
Council (UPPCC), I appreciate your interest in learning about<br />
the value <strong>of</strong> pr<strong>of</strong>essional certification in public procurement.<br />
As the public procurement function transforms from a<br />
regulatory agency to a strategic player with greater<br />
credibility and recognition, pr<strong>of</strong>essionals who serve in<br />
governmental procurement have expressed an increased<br />
interest in achieving certification. Some will do so in order<br />
to demonstrate that they <strong>of</strong>fer their governmental employers<br />
and taxpayers a heightened understanding <strong>of</strong> the body <strong>of</strong><br />
knowledge required to be successful in this discipline.<br />
Others will seek certification in order to increase their<br />
opportunities for promotion – particularly since many<br />
governmental agencies require pr<strong>of</strong>essional certification as a<br />
prerequisite for employment. Whatever your motivation is, I<br />
trust that this experience is both challenging and rewarding.<br />

The certification examinations <strong>of</strong>fered by the UPPCC are<br />
rigorous. We do not anticipate that all candidates will<br />
successfully pass the examination – but for those who do,<br />
their pr<strong>of</strong>essional designation as a Certified Pr<strong>of</strong>essional<br />
Public Buyer (CPPB) or as a Certified Public Purchasing<br />
Officer (CPPO) admirably reflects their understanding <strong>of</strong> a<br />
complex procurement function and an ability to apply this<br />
knowledge to the workplace in service to taxpayers. I wish<br />
