E. FEES AND REFUND POLICY<br />

The following UPPCC certification fees are bundled,<br />

representing the total cost <strong>of</strong> the certification; application<br />

fee, examination fee, administrative fees, etc. These fees<br />

are to be made payable to the UPPCC at the time <strong>of</strong><br />

application. The certification fee does not cover cost <strong>of</strong><br />

textbooks or any re-testing fees that may be required.<br />

The certification fee is non-refundable regardless <strong>of</strong> the<br />

outcome <strong>of</strong> the application and whether or not the candidate<br />

ultimately takes the certification examination.<br />

1 The member rate applies to individuals that currently hold a<br />

valid membership with NIGP National or NASPO.<br />

WITHDRAWING FROM THE PROGRAM<br />

Applicants/Candidates may feel that it is in their best interest<br />

to cancel from the program for a variety <strong>of</strong> reasons.<br />

Whether they have left the pr<strong>of</strong>ession, changed agencies,<br />

etc. the UPPCC allows candidates to withdraw from the<br />

certification program under the following conditions:<br />

the request for withdrawal is made in writing less than<br />

twelve (12) months after the application is received AND<br />

the applicant has never tested.<br />

A refund in the amount <strong>of</strong> $100 will be refunded to the<br />

member applicant and $200 to the non-member applicant<br />

following receipt <strong>of</strong> the request. No refund considerations<br />

will be made for individuals attempting to withdraw more<br />

than twelve (12) months following the receipt <strong>of</strong> the<br />

application.<br />

SUBMITTING THE APPLICATION<br />

Applicants should organize the application packet as<br />

instructed in the last section <strong>of</strong> the application form.<br />

Applications should ensure that all the requested information<br />

and supporting documentation is included and is mailed 2<br />

with the appropriate fees to the UPPCC at the following<br />

address so that it arrives on or before the application<br />

submission deadline:<br />

2 Due to the amount <strong>of</strong> documentation and the requirement<br />

for original transcript documentation, applications must<br />

be submitted by mail only. Applications sent via facsimile<br />

and/or email will not be accepted.<br />

F. APPLICATION REVIEW<br />

THE REVIEW PROCESS<br />

Once the application is received at the UPPCC Office it is<br />

spot checked for completeness. Only complete applications<br />

are processed and any incomplete applications are set aside<br />

for contact to be made to the applicant or are returned to<br />

the applicant.<br />

The UPPCC notifies all applicants within 4-6 weeks following<br />

the application submission deadline as to the outcome <strong>of</strong> the<br />

review. Approved applicants are sent letters <strong>of</strong> Authorization<br />

To Test (ATT) from the UPPCC. The ATT letter gives the<br />

candidate instructions on how to register for the<br />

examination. Individuals are not permitted to test until<br />

eligibility is determined and the ATT letter is received.<br />

Applicants who are not successful have the opportunity to<br />

appeal the decision by providing additional information<br />

and/or documentation. Please see Application Appeals<br />

section <strong>of</strong> this Handbook. If the applicant is still unsuccessful<br />

in receiving application approval or elects not to appeal, the<br />

application will remain on file with the UPPCC for 2 years.<br />

This additional time allows the applicant sufficient time to<br />

complete additional procurement courses or to earn<br />

additional work experience so that he/she may reapply<br />

without incurring additional application fees.<br />

Limitation for Eligibility<br />

All CPPB and CPPO applications remain in an active status<br />

for a period <strong>of</strong> two years. During that time approved<br />

candidates must successfully complete the testing<br />

requirement. If testing is not completed within the two (2)<br />

year period, the application and all supplemental<br />

documentation will be destroyed. The applicant must apply<br />

anew for additional eligibility and submit all required<br />

documentation and fees. Two (2) years entitles candidates<br />

to four (4) opportunities to test.<br />

G. APPLICATION APPEALS<br />

PROCESS<br />

All certification applicants have the right to appeal the<br />

decision made on their certification eligibility. All appeals<br />

should be directed to the attention <strong>of</strong> the appropriate<br />

individual or group at the UPPCC Headquarters address in<br />

Herndon, Virginia.<br />

The first line <strong>of</strong> appeal is to the UPPCC Program<br />

Administrator. Letters <strong>of</strong> Appeal to the Program<br />

Administrator must be submitted and received in writing<br />

within fourteen (14) calendar days <strong>of</strong> the application denial<br />

notification letter. The Letter <strong>of</strong> Appeal must contain the<br />

following information:<br />

the applicant’s name, address, telephone number<br />

a clear statement <strong>of</strong> the reason for appeal; and<br />

supporting exhibits, evidence, new documentation, if<br />

any, in support <strong>of</strong> the appeal<br />

Upon receipt, the UPPCC Program Administrator will review<br />

the appeal and render a written decision. Applicants should<br />

allow fourteen (14) calendar days for receipt <strong>of</strong> application<br />

appeal decisions.
