The Europe 2020 strategy sets a very important<br />
policy agenda for the EU to better integrate<br />
its innovation actions on all levels and to solve<br />
societal and development challenges. Due to the<br />
recent financial crisis, competitiveness and growth<br />
have risen in importance. This is well reflected<br />
also in the conclusions of the <strong>European</strong> Council<br />
of 1 and 2 March 2012 and is reinforced in the<br />
overall policy development during the past year. It<br />
reinforces the following objectives for the innovation<br />
agenda [4].<br />
