Objectives and the Methodology <strong>for</strong> the Study<br />
The objectives of the Study were set out <strong>in</strong> terms of reference:<br />
1. To review and exam<strong>in</strong>e <strong>in</strong>novation <strong>in</strong> services <strong>in</strong> <strong>Ireland</strong>.<br />
2. To identify the ma<strong>in</strong> barriers to and drivers of <strong>in</strong>novation <strong>in</strong> services.<br />
3. To develop <strong>in</strong>novation policy and measures to stimulate <strong>in</strong>novation <strong>in</strong> services.<br />
Throughout the Study there was a concern to ensure that the global and <strong>in</strong>ternational context <strong>for</strong><br />
services should be considered and used as a benchmark to <strong>in</strong><strong>for</strong>m and validate the research and assist<br />
<strong>in</strong> <strong>for</strong>m<strong>in</strong>g Conclusions.<br />
An important po<strong>in</strong>t to note is that whereas the objectives set out <strong>in</strong> the terms of reference <strong>for</strong> the<br />
Study referred to "service sector <strong>in</strong>novation", it was quickly realised that s<strong>in</strong>ce services are frequently<br />
provided by manufactur<strong>in</strong>g companies or as part of the manufactur<strong>in</strong>g process, the more <strong>in</strong>clusive<br />
term ‘services <strong>in</strong>novation’ would be more appropriate <strong>for</strong> this study and is employed throughout<br />
the report.<br />
The methodology used <strong>in</strong> the Study was developed <strong>in</strong> collaboration between the Study team<br />
assembled <strong>for</strong> the project, led by the consultants CM International, and the Steer<strong>in</strong>g Committee<br />
<strong>for</strong> the Study brought together by Forfás. The methodology was based on a comb<strong>in</strong>ation of desk<br />
research, global services expert <strong>in</strong>terviews and <strong>in</strong>puts, followed by an <strong>in</strong>terview programme with<br />
policy makers and 30 Irish or <strong>Ireland</strong>-based companies operat<strong>in</strong>g <strong>in</strong> six sectors. The key dimensions of<br />
the methodological approach are set out <strong>in</strong> the diagram shown below.<br />

While the Community <strong>Innovation</strong> Survey (CIS) suggests that higher levels of <strong>in</strong>novation are found <strong>in</strong><br />
manufactur<strong>in</strong>g, compared to the services sector, services <strong>in</strong>novation <strong>in</strong> the Irish sectors studied does<br />
not necessarily follow traditional <strong>in</strong>novation metrics such as R&D. In fact, the case studies of lead<strong>in</strong>g<br />
Irish services companies show that service companies <strong>in</strong> <strong>Ireland</strong> are evolv<strong>in</strong>g and <strong>in</strong>novat<strong>in</strong>g on a<br />
constant basis.<br />
