<strong>in</strong>tegrated with other creative <strong>in</strong>dustries sectors. In addition to these opportunities <strong>for</strong> the sector,<br />
digital technology has also presented traditional bus<strong>in</strong>ess models with certa<strong>in</strong> threats that require<br />
<strong>in</strong>novative responses if creative bus<strong>in</strong>esses are to cont<strong>in</strong>ue to be profitable.<br />
Digital technology is enabl<strong>in</strong>g these sub sectors to trans<strong>for</strong>m the customer/delivery <strong>in</strong>terface and cut<br />
costs, <strong>for</strong> example, e-bus<strong>in</strong>ess processes <strong>in</strong> the publish<strong>in</strong>g and music <strong>in</strong>dustries. Digital technology is<br />
also lead<strong>in</strong>g to the development of new service-products, <strong>for</strong> example, through <strong>in</strong>tegrated mobile<br />
plat<strong>for</strong>ms, which rely on the development of new service comb<strong>in</strong>ations. The high growth potential<br />
of the creative <strong>in</strong>dustries, <strong>in</strong> particular digital content production rests on close <strong>in</strong>tegration between<br />
product and service <strong>in</strong>novation. This <strong>in</strong> turn reflects a blurred dist<strong>in</strong>ction between manufactur<strong>in</strong>g<br />
and services. <strong>Innovation</strong> may concern the position or context, <strong>for</strong> example through the tailor<strong>in</strong>g of<br />
digital content production accord<strong>in</strong>g to specific cultural norms and new markets. Service <strong>in</strong>novation<br />
may also occur at strategic, operational and personal service <strong>in</strong>teraction levels and rely upon <strong>in</strong>ternal<br />
and collaborative R&D. Real Time Worlds and Denki are examples of software companies <strong>in</strong> Dundee’s<br />
computer games development cluster, which are engag<strong>in</strong>g <strong>in</strong> new service-product development.<br />
In practice, these different types of services <strong>in</strong>novation may display characteristics that are common<br />
with all three models of services <strong>in</strong>novation, i.e. systematic, fast-track and <strong>in</strong>cremental. However,<br />
the rapid pace of technological development and market trends impact<strong>in</strong>g upon the content of<br />
production may require creative bus<strong>in</strong>esses to cont<strong>in</strong>ually <strong>in</strong>novate and experiment with and fast<br />
track new service-products on the market.<br />
A broad framework of policy <strong>in</strong>itiatives has been established <strong>in</strong> support of this important Scottish<br />
economic sector. Policy <strong>in</strong>itiatives to support the sector <strong>in</strong>clude: A proof of concept fund; recruitment<br />
fairs; Intermediary Technology Institutes; new sector skills agenda; "Dare to be Digital" programme<br />
(also <strong>in</strong> Dubl<strong>in</strong>); Co-<strong>in</strong>vestment Fund <strong>for</strong> Creative Projects; Digital Media Project Co-<strong>in</strong>vestment<br />
Fund; Venture capital ‘Fund4Games’; Cultural Enterprise Offices, Creative Entrepreneurs Club; Screen<br />
Industries Strategy Group; London and New York centres <strong>for</strong> creative bus<strong>in</strong>esses; Electronic IPR<br />
exchange plat<strong>for</strong>m <strong>for</strong> creative <strong>in</strong>dustries; International exchange programme <strong>for</strong> creative <strong>in</strong>dustries<br />
professionals; Pacific Quay (Glasgow-digital media bus<strong>in</strong>esses); Seabraes Yards (Dundee-creative media<br />

Summary<br />
Scotland’s creative <strong>in</strong>dustries sector is characterised by a diverse mix of <strong>in</strong>dustry sub-sectors, a highly<br />
skilled work<strong>for</strong>ce, a grow<strong>in</strong>g export market, good, <strong>in</strong>ternational partnerships and access to good<br />
telecommunications and a strong academic/research base, <strong>in</strong> particular, biotechnology and ICT.<br />
Digital content production represents an important sub sector with high growth potential and has<br />
fostered grow<strong>in</strong>g collaboration between sectors, result<strong>in</strong>g <strong>in</strong> the reconfiguration of bus<strong>in</strong>ess models,<br />
trans<strong>for</strong>mation of the customer delivery <strong>in</strong>terface and development of new service-products through<br />
<strong>in</strong>tegrated mobile plat<strong>for</strong>ms, which rely on the development of new service comb<strong>in</strong>ations.<br />

Stockholm is the lead<strong>in</strong>g location <strong>for</strong> companies <strong>in</strong> the creative <strong>in</strong>dustries, particularly media, music,<br />
fashion and the arts with almost 10,000 limited companies located <strong>in</strong> the area. The sector has<br />
experienced significant growth <strong>for</strong> employment and average <strong>in</strong>come although the sector growth<br />
rate is lower than other sectors. It has a 52,000 strong work<strong>for</strong>ce and employs more than half of<br />
