facilitate non-technological <strong>in</strong>novation 96 and the bundl<strong>in</strong>g of new services with exist<strong>in</strong>g products.<br />

Such an <strong>in</strong>itiative may suitably be accommodated by develop<strong>in</strong>g a new and dist<strong>in</strong>ct bus<strong>in</strong>ess support<br />

framework <strong>for</strong> services <strong>in</strong>novation, <strong>in</strong>clud<strong>in</strong>g a review and ‘Service Proof<strong>in</strong>g’ of exist<strong>in</strong>g and future<br />

support mechanisms.<br />

Conclusion 5 – <strong>Services</strong> Oriented Support <strong>for</strong> Telecoms and Broadband Investment<br />

and Infrastructure<br />

In<strong>for</strong>mation technology <strong>in</strong>frastructure and <strong>in</strong>vestment such as telecommunications, wireless and<br />

broadband, are key enablers of services <strong>in</strong>novation as the evidence from the Study of the global<br />

concentrations confirms. In particular, the SCM-Logistics sector <strong>in</strong> Memphis and London <strong>in</strong> f<strong>in</strong>ancial<br />

services, where technology is effective <strong>in</strong> achiev<strong>in</strong>g services <strong>in</strong>novation, it is an enabler of an<br />

<strong>in</strong>novatory impulse that is already <strong>in</strong> tra<strong>in</strong> rather than the driv<strong>in</strong>g impulse <strong>for</strong> the <strong>in</strong>novation itself.<br />

However, while Irish telecoms and broadband <strong>in</strong>vestment and transport <strong>in</strong>frastructure have both<br />

received considerable levels of public <strong>in</strong>vestment under the National Development Plan and from<br />

other State programmes and agencies, <strong>in</strong><strong>for</strong>mation technology penetration <strong>in</strong> <strong>Ireland</strong> is significantly<br />

below the EU average.<br />

Rapid and susta<strong>in</strong>ed <strong>in</strong>vestment <strong>in</strong> <strong>in</strong>frastructure, such as broadband and other advanced<br />

communication technologies, is a pre-requisite <strong>for</strong> a highly <strong>in</strong>novative services economy. Similarly,<br />

transport <strong>in</strong>frastructure to allow services to be globally delivered and companies to concentrate<br />

spatially also helps to support services <strong>in</strong>novation.<br />

It is recognised that advanced telecoms and broadband requirements are <strong>in</strong>herent <strong>in</strong> services<br />

<strong>in</strong>novation activity and contributes as an enabler of services <strong>in</strong>novation and future competitiveness of<br />

the services sector <strong>in</strong> <strong>Ireland</strong>. As <strong>in</strong>dicated <strong>in</strong> the Forfás report on ‘Benchmark<strong>in</strong>g <strong>Ireland</strong>’s Broadband<br />

per<strong>for</strong>mance’ 97 , an acceleration <strong>in</strong> the ICT and telecommunications <strong>in</strong>vestment and <strong>in</strong>frastructure,<br />

<strong>in</strong>clud<strong>in</strong>g broadband access, is now urgently required.<br />

Conclusion 6 – Competitiveness and Convergence Through Networks, Clusters and Centres<br />

of Excellence<br />

The Study has revealed the important role that clusters and concentrations of similar types of<br />

activity have on services <strong>in</strong>novation activity. This factor can be observed <strong>in</strong> concentrations as diverse<br />

as Stockholm, London, N Carol<strong>in</strong>a and Netherlands and <strong>in</strong> sectors <strong>in</strong>clud<strong>in</strong>g the creative <strong>in</strong>dustries,<br />

f<strong>in</strong>ancial services and SCM-logistics. These concentrations allow world-class companies to prosper<br />

and <strong>in</strong>novate alongside locally based service <strong>in</strong>novators. In such concentrations vibrant competition<br />

seems to be at least as important as collaboration and services <strong>in</strong>novation requires this element of<br />

competition <strong>for</strong> ideas, customers and skills to be able to prosper.<br />

Similarly, services <strong>in</strong>novation is stimulated by centres of excellence that assist <strong>in</strong> the emergence of new<br />

bus<strong>in</strong>ess models and services delivery concepts. This was evident <strong>in</strong> the SCM-Logistics concentrations <strong>in</strong><br />

Memphis and the Netherlands. A key feature of these centres is their ability to promote and support<br />

flexibility and creativity and as a result to foster convergence and collaboration between technology<br />

and service areas.<br />

Hence the development of concentrations and ’hot spots’ of services <strong>in</strong>novation with high value<br />

specialisation, collaboration and competitiveness between companies and <strong>in</strong>dividuals, can ensure<br />

healthy competition among companies <strong>for</strong> customers, skills and skilled staff.<br />
